The ability to seize the opportunities of digitalisation for both the sustainable transition of the business sector and long-term competitiveness, as well as for the public sector's ability to deliver welfare services, the availability of sufficient digital skills is a key issue. Also for the strategic regional work on establishment, especially with a focus on the twin transition, the availability of relevant skills in the digital area is very important for positive establishment and investment decisions. Most analyses and surveys show that there is already a significant need in the regional labour market for people with relevant digital skills. Forecasts also show that the shortage will increase further in the future, both nationally and regionally in Västernorrland. Given the challenges, the problem area is very important. To ensure that the right and sufficient skills are available to meet the needs, companies, authorities and education actors need to work together more strategically and efficiently. This requires new methods and approaches. These must be based on the fact that we operate in a sparsely populated region, which follows specific challenges identified in the call as factors around population density and local structures. Against this background, the need to develop a regional structure to strengthen the availability of digital skills in Västernorrland is an urgent issue. The purpose of the preliminary study is to investigate how such a collaboration structure can look like and in an implementation project establish one. The project has a clear link to Västernorrland's overall strategies: Regional Development Strategy (RUS) and Regional Digital Agenda (REDA).
