In the Swedish labour market, we have unequal opportunities to get and keep a job. The problem persists regardless of economic activity and large groups are left outside the regular labour market. We also have major skills supply challenges that need to be solved in new ways. Public actors need to be an active and innovative partner to enable employers to recruit, hire and retain new skills from target groups that are considered to be far from the labour market. Support for these target groups exists – but reaches low from all and is too complex and complex to benefit the individual. Research and previous projects show that people outside the labour market need coordinated support from several actors in order to get and keep a job – but no one has the task of coordinating from a holistic perspective. Coordinating associations fund activities for those who do not receive the support they need in the context of regular activities. Through the design of the coordination associations, the representatives of the parties are based on a citizen's perspective instead of an organisational perspective, which provides a space to work actively within the overall area of responsibility to reach the target groups most in need of coordinated action. There are great opportunities here to make a difference. The project will work to reduce economic vulnerability and increase opportunities for establishment and reintegration into the labour market for women and men who are considered to be particularly far from the labour market. We want to enable more people to participate in working life and society. We aim to challenge the discriminatory structures that prevent many people from getting into jobs. We want to enable easier entry into the labour market and a more sustainable establishment in work or studies of people who are considered to be far from the labour market. Our intention is to contribute to: •Reduced unemployment and sick leave among the target groups of the coordination associations •Increase transitions to work or study •Reduced discrimination in vocational rehabilitation and in the labour market •New ways of solving structural challenges with cooperation at local, regional and national level. The project will offer parallel, coordinated efforts where the Swedish Public Employment Service, the Swedish Social Insurance Agency, the municipality and the healthcare system work together based on the individual's needs. We will work in a county-wide structure for competence development and learning. Our approach is characterized by offering a person-centered support against work or studies based on the methods Supported Employment, Supported Education and Case Management. Lessons learned and knowledge from the Danish research project BIP (Beskæftigelses Indicator Project Job/Employment Indicator Project) and Arbetsförmedlingens Matchning from day 1 permeate approaches and methodological work that are well in line with selected methods and working methods. In addition, the focus will be on active and coordinated employer contacts and more outreach and prevention activities for young adults. The project is conducted in three different tracks, two implementation projects aimed at young people and people up to 65, and a skills development project to achieve a larger, county-wide learning about which methods and working methods are effective and how they can be applied in ordinary activities. This gives greater chances of consensus and cooperation and probably results in fewer internal downspouts that reduce the efficiency of the work. By holding together skills development efforts and implementation efforts, we will more easily, and with better conditions, be able to capture signals about themes and areas where skills need to be strengthened for good implementation and good support to our target groups. The project will also be an opportunity to conduct county-wide follow-ups and evaluations. We intend to collaborate with researchers and higher education institutions that follow up and evaluate the projects' implementation efforts, as well as work on testing and developing data-driven follow-up to counteract discrimination. A clear starting point for the project will be implementation in close cooperation with those directly concerned; participants, relatives, project employees and employers. Within the project, service design methods will be used to increase the influence in all of the project's activities. The project will run from 31 March 2023 to 31 March 2026.
