More than 140 young people in Piteå and Älvsbyn between the ages of 16 and 20 are registered as high school dropouts, 2022. Of these, more than 30 individuals completely lack educational and employment promotion measures at municipal and state level. This group is at risk of transitioning to UVAs (young people not in employment, education or training). In Sweden, there are several successful municipal collaborations that have managed to arouse interest in the combination of formal and non-formal learning among these young people. The Government's investigations during the 10th century show the importance of simultaneous efforts in combination with good inter-municipal organisational cooperation. In Piteå and Älvsbyn, several good efforts are made in different places, but the central aspect of the problem formulation is that they are not done jointly. The lack of collaboration is clear. The pre-study Keys' goal is to identify and work with interaction gaps and the need for organizational changes in KAA work, as well as identify and eliminate any obstacles to participant-related activities that arise from the individuals' wishes for alternative learning. In order to best gather relevant project actors, the municipalities of Piteå and Älvsbyn include adult education, labour market units and upper secondary schools Strömbackaskolan and Älvåkraskolan in the pre-study. During the project period, each municipality's KAA activities will be examined, a total of 30 in-depth interviews of UVA's will be conducted and the project group will conduct joint study visits for cohesive skills development. Municipalities need to be equipped in methodological and organisational development, in the face of national changes that may be made in the gap that has arisen in the transition between upper secondary school and adult education. UVA is a very important target group.
