There is a lack of a structure and organisation that offers a cohesive path from unemployment to self-sufficiency in Härnösand municipality. Today there are different pathways for people to get into work, but these pathways are not linked in a clear chain but are conducted as individual interventions, which makes it difficult for the individual to get a coherent picture of how the path to work can look like. It is also difficult to find traineeships for those who want to study apprenticeships because too few companies in the region have the opportunity to receive apprentices. Receiving an apprentice requires the capacity of the host company and it is lacking in the organisations of the region. Collaboration between siblings, consultants, educators and supervisors in the work life administration is lacking in order to get an overall picture of the individual. There is also a lack of structured cooperation between the municipalities in the region where individuals can be offered vocational training under the auspices of another municipality. The preliminary study aims to create a coherent method for bringing individuals to self-sufficiency through skills-enhancing measures regardless of what level they are at in the education staircase and in their own development. At the end of the pre-study, there should be a model and a structure for how to create a cohesive career path for individuals from exclusion to establishment in the labour market. The model should cover the needs of all the above-mentioned target groups and aim to shorten their path to the labour market. The model should be based on the horizontal criteria and promote accessibility, gender equality and non-discrimination. The preliminary study will increase the competence of the actors in the project, but also strengthen the structures and collaboration that exist today.
