The problem picture that underlies this project, PEAK (progression – empowerment – labour market - Karlskrona), is that a complex individual problem and a low proportion of adapted jobs and tasks make it difficult for vulnerable groups to get into or closer to their own livelihood. For several years, Karlskrona municipality, together with other municipalities in the county, has collaborated on the target groups that are far from the labour market, which has led to good results and a good foundation and base to stand on. However, despite all the work that has been done, there are still major challenges for many of these individuals. There is a further need for measures and actions that promote active inclusion with more optimal transitions to work and education. This is particularly true for those individuals who have been unemployed for a long time, sometimes several years, language-weak individuals and for those with a low level of education. At the same time, recruitment problems remain in the business sector, where labour shortages remain at high levels. Furthermore, access to job opportunities that require no or only basic training is relatively low. Through extensive development work in several previous ESF projects, effective and individual-centred working methods and a good structure have been created in both the work with the individuals and in contact with the employers. With this project, we want to apply and further develop these methods and working methods, by taking the next step in equipping and creating conditions for vulnerable groups to get closer to their own livelihoods and by deepening cooperation with employers in the public and private sectors. The working methods that have been developed are based on individual conditions and needs and this has led to good results and many positive effects. With project PEAK, we want to help reduce exclusion in the labour market and promote that Karlskrona municipality's unemployed individuals within vulnerable groups get into work, education or closer to self-sufficiency. Furthermore, we want to meet the continued need to break gender stereotypical choices of education and professions in order to achieve greater gender equality in the labour market and for individuals' abilities and potential to come into their own. Unemployment in Karlskrona municipality has decreased overall, but those who remain are further away from the labour market. The Labour Market Department has conducted a survey and identified that there are a number of individuals who receive financial assistance who are in a particularly vulnerable position on the labour market and who are at risk of long enrolment periods. Despite a protracted boom, these groups of different and often multiple reasons find it difficult to enter the labour market. This includes individuals born outside the EU with a short educational background and weak language skills, individuals who have been unemployed for a long time, individuals with disabilities and individuals with a history of mental illness. Through previous change work that has been reinforced by competence initiatives for staff in areas such as the 720 method, Supported Employment, Supported Training and BIP, structures have been created and extensive material has been produced that the Labour Market Department wants to put into practice in this project. During parts of 2020 and 2021, the COVID-19 pandemic was ongoing, which posed major challenges, while at the same time leading to rapid developments in many areas, not least in technology and various digital solutions. Through the experience of this rapid development, we want to investigate how we can meet the complex problems of the vulnerable target groups with effective personalised digital solutions and modern technology. Work has also begun to review how we can follow the individual's step movement as optimally as possible, in order to be able to measure and show the occurrence of progression, that is, if the unemployed individual approaches the labour market gradually by achieving various milestones along the way. However, measuring step movement is not easy and here we have a continued journey to do. We have come a long way and also developed effective tools where we feel that not least the non-linear step movement plays a large and important role. However, we can still state that it is a complex area that we need to work on at both individual and organizational level. This will be done through, among other things, SKILLS, which can be briefly described as a self-governing platform that helps participants to move forward towards their goals. The problem analysis shows several different reasons that can affect the ability to enter the labour market. Some that can come into play are when there are mental and physical ill-health or unexplained functional variations in the picture.
