Skills Halland is an innovative strategic skills development project that, through work-integrated learning, new qualified knowledge and co-production, aims to increase the ability of SMEs and professionals to meet technological leaps and a rapidly changing labour market. The project is, among other things, sprung from a recent survey of 90 West Swedish companies (IUC West Sweden, Strategic Insight) and their need for development efforts in order to be profitable for the next eight years. Based on the analysis of the results, the partners in the project have identified three particularly important development areas: digitalisation, green sustainability and automation. A crucial problem is that SMEs find it difficult to identify skills needs and implement skills development efforts based on technology development and external changes in a longer time perspective. This is especially true when it comes to incorporating new, qualified knowledge into the company. At the same time, studies show that the gap between the needs of organizations and the skills of employees is growing at an ever-increasing rate. Around 40% of all employees will have to spend up to six months retraining and upskilling by 2025 (World Economic Forum, 2020). Another important problem is that the qualified knowledge and training in the areas available at the higher education institutions is not designed for working individuals or for companies and organisations and is therefore not used to a sufficient extent. Studies show that the companies and organizations that use colleges and universities for business development are of great importance for their ability to adapt to new business requirements. Against this background, the partners have formulated the main problem addressed by the project; Organisations and companies in the region do not work strategically enough with skills development and organisational learning and professionals need to update their skills in the rapidly changing areas of digitalisation, green sustainability and automation. The problem was translated into the following objectives of the project: 70% of participating companies and organisations should state that they work more strategically with skills development. 70% of participating professionals should state that they have up-to-date skills in digitalisation, green sustainability and automation. The primary target group for the project is employed women and men in small and medium-sized enterprises in Halland that operate in particularly technology-impacting industries – as well as managers and management teams in the same industries. The project's ambition is to engage some 30 companies in the project, which are facing more or less extensive transition processes with bearing on the project's focus areas. Skills Halland bases its method and implementation on analyses of previous ESF projects in skills development that Swedish researchers have recently done. (Forte, 2021). The researchers presented three thematic success factors for strategic competence development that we intend to build on in this project: Analysis, planning and anchoring, Leadership and commitment and Learning and competence development. A central concept in the project is co-production, which means that participating individuals together with experts, teachers, researchers and project employees design skills development efforts and forms of learning. One of the sub-objectives aims to strengthen and develop a co-production model between educational actors in Halland and the target groups through strengthened collaboration. Another central concept is work-integrated learning, which together with the principle Before-Under-After runs as a common thread through the project processes. This means that the project's employees and participants spend most of the time before and after the actual skills development efforts; on analysis, planning, goals and on implementation, follow-up and coaching. Particular attention will be paid to the participation of a diversity of people, regardless of gender, ethnicity and disability, in the co-creation activities to increase the value of the efforts, both for companies and individuals.
