The establishment lift

High and long-term unemployment among newcomers and other foreign-born people, especially among women, is a major problem for both individuals and society. In the same way, the increasing segregation has very negative effects. If the problems with the supply of skills are not solved, both growth and well-being are threatened. Some of the causes of the problems can be found in newly arrived and foreign-born people's sometimes lack of knowledge of Swedish, their often short educational background and that they do not meet the demands of the labour market. Furthermore, employers' recruitment needs are not met to the desired extent. To this is added the fact that the actors tasked with supporting the target group in establishing themselves in the labour market and in society work on the basis of different regulations, while collaboration and coordination around the individuals is inadequate. In order for individuals to meet the demands and expectations of authorities and employers, the target group needs adapted and coordinated support that does not exist in the current system. There is uncertainty about how municipalities and the Swedish Public Employment Service (Arbetsförmedlingen) and their suppliers should collaborate effectively on the target group and its needs. The consequences of the problem lead to individuals' potential not being utilized and their ability to support themselves is limited. They do not participate in society and do not have the same opportunities. There is a risk of distrust between groups. Women are particularly vulnerable. Costs for the state and the municipality are increasing. The project aims to accelerate the establishment of foreign-born people in society and the labour market and reduce segregation. Employers' employability needs to be strengthened. With an adapted and holistic support based on the individual's conditions and needs, participants should be given opportunities to approach the labour market. The support takes into account language and culture and has features of the case management methodology and is ongoing integrated with other efforts from the municipality, the Public Employment Service and its suppliers. Collaboration between the actors working with the target group shall be developed and strengthened by, among other things, offering interventions based on the needs of the individuals rather than on which organisation they come from. At the organizational level, the project aims to create an effective organization between the municipalities. In the long term, more people in the target group are expected to establish themselves in the labour market, skills supply is strengthened and segregation is counteracted.
