Implementation of e-services in the area of spatial information in the Wałbrzych-city commune with county rights.

This project is in line with the specific objective of the FEDS 2021-2027: RSO1.2. Reaping the benefits of digitalisation for citizens, businesses, research organisations and public institutions (ERDF), where it was pointed out, among other things, that "the development of public e-services contributes to increasing the comfort of citizens and economic operators using public services, reduces administrative burdens and also improves contact between the stakeholder (citizen) and the public entity". As part of the project, it is planned to implement new e-services (not yet made available to residents in digital form) for spatial information systems at at at least level 4 of maturity. This project, which includes the creation and modernisation of spatial information systems, including road and city landscape management and the digitalisation of geodetic resources, will streamline processes and facilitate communication between public entities and citizens/economic operators. The project is directly in line with the Dolnośląskie Development Strategy 2030, as the strategic objective for the Wałbrzych functional area is to improve the quality and accessibility of public services (strategic objective 2), operational objective - 2.3. Development and improvement of public services, strategic projects - 2.3.2. Take measures to improve the efficiency of public service by public administration institutions, including public e-services. Today's modern society expects that the services provided by public administration will be available online, because for residents in relation to the office, the most important thing is fast, efficient and competent handling of its affairs. The transfer of services to the electronic platform, including within the framework of the spatial information system, allows to cross the boundaries of the organization and creates opportunities for standardization of services. Interested parties' expectations regarding the level of functioning of e-services are dictated by several universal motives, such as: time savings, a wide range of possibilities and a diverse range of services, convenience, simplification of service, on a one-stop-shop basis, breaking geographical, time and architectural barriers, financial savings, dealing with the matter without leaving home, improving the quality of issued documents, activating residents to make joint decisions about the future of the municipality and ecology. The implementation of the project includes three levels of e-services constituting spatial information: 1. Area of spatial planning. 2. The area of geodetic and cartographic issues. 3. Road infrastructure and public space. Therefore, the need to implement the project stems primarily from the desire to significantly shorten and optimize the service of customers, the need to improve decision-making and investment processes in the municipality, as well as from the obligation to comply with statutory requirements (no spatial data set for suikzp and applicable mpzp). In addition, road infrastructure and public space are key resources of the city of Wałbrzych, and the quality of public services, the safety and quality of life of residents and the image of the city depend to a large extent on their effective management. Currently, the city of Wałbrzych does not have digital tools that would significantly improve the implementation of tasks in the above-mentioned areas of the city's functioning. The Wałbrzych commune – a city with county rights – strives to provide services at the highest levels of maturity - allowing to settle the matter electronically, without leaving home, activating residents to make joint decisions regarding the future of the commune, including road and municipal infrastructure, road lane, electromobility and the city landscape (landscape resolution of the city of Wałbrzych).
