The applicant and implementer of this project is the District of Kłodzko without a partnership. The subject of the investment is a comprehensive thermomodernization of three educational buildings (Bud. A1,2,4, Bud. A3, Bud. A5) of the Technical School of Novorudz (hereinafter: NST) in Nowa Ruda and the sports hall (Bud. A8) in the same complex. The scope of work includes activities indicated in separate audits for the above buildings, but each time it is the replacement of window and door joinery, insulation of partitions and roofs / roofs. An important activity is the modernisation of the boiler room by replacing the heat source from the boiler burning oil with two ecological biomass boilers (pellets). The full scope of the project is described in detail in the "Tasks" field of this WoD. The solutions planned in this project are a response to the environmental and economic problems faced by the local community, i.e.: - high costs of maintaining inefficiently heated educational infrastructure in the Kłodzko District, - polluted air in the Nowa Ruda Municipality, where increased concentrations of PM2.5 and PM10 particulate matter, as well as benzo(a)pyrene (more broadly in the field "Additional information") and high greenhouse gas emissions have been reported, which cause the phenomenon of so-called erosion. "low emission", i.e. suspension of harmful substances up to 40 m, - thermal discomfort during the use of educational buildings in poor technical and aesthetic condition. The consequence of the above problems is an increased risk of respiratory diseases among the local community. The main objective of the project is to improve air quality in Kłodzko County. This goal will be achieved through a comprehensive thermal modernization of the facilities of the Noworuda Technical School in Nowa Ruda. The specific objectives of the project are: -increasing energy efficiency and improving the technical condition and aesthetics of public buildings in Kłodzko County, -increasing the share of RES in the region, -providing budgetary savings through comprehensive thermomodernization of energy-intensive public buildings, -improving thermal comfort during the use of educational infrastructure, -adapting buildings to the needs of people with disabilities. The implementation of the above objectives is in line with the policy based on the principle of sustainable development, as the socio-economic benefits of the project go hand in hand with the ecological effect and environmental benefits. In addition, the project plans to improve the accessibility of buildings for people with disabilities by supplementing the existing ramps for wheelchairs with barriers and horizontal markings. In view of the above arguments, it should be stressed that the objectives of this project are logically linked to the specific objective of the FEDS 2021-2027: "Promoting energy efficiency and reducing greenhouse gas emissions". Under indirect costs, information and promotion activities will also include information on the progress, effects and grants of the project from the EU through the Applicant's website, installation of an information and memorial board, marking of project documentation. The most important benefit of the implementation of the project will be obtaining an ecological effect on the environment, i.e. reducing CO2 and dust emissions from inefficient combustion, reducing primary energy consumption of educational facilities, increasing the share of RES. Additional socio-economic benefits will include, among others, obtaining budgetary savings by reducing the energy intensity of public buildings, increasing the thermal comfort of users of educational infrastructure, improving the aesthetics of public buildings. All of the above benefits, related to the objectives of the project, will improve the quality of the local environment and will improve the health and comfort of life of the inhabitants of the Kłodzko District. The applicant and the NST Directorate in Nowa Ruda will be responsible for the sustainability of the project’s outputs and results during operation.
