The material scope of the project includes the expansion of the sanitary sewerage network in the city of Lubawka along the road: Naddbrzenej 312.5 m, and thus serves to organize water and sewage management in areas of the city of Lubawka not previously covered by investments in the infrastructure in question. The designed sanitary sewerage network will enable the discharge of wastewater from properties located in the city of Lubawka on the indicated street, especially the collection of wastewater from existing buildings. The infrastructure built will meet the requirements of Council Directive 91/271/EEC on urban waste water treatment (the Waste Water Directive) or is one of the steps to do so. The need to implement the project results from a number of problems and needs identified both in the ITI AW Strategy and in the municipality. These problems have a significant impact on the natural environment, the quality of life of residents and the socio-economic development of the region. Excessive pollution of the aquatic and soil environment resulting from illegal wastewater discharges and lack of adequate sewage infrastructure. The negative impact of pollution on the health of residents and on local flora and fauna. The need to modernise technical infrastructure, including the expansion of the sewage network. Environmental and technical problems limit the development of tourism and investment in the Wałbrzych Agglomeration. The area becomes less attractive for both residents and potential investors. Many residents still use homemade septic tanks, which are often leaky or inadequately maintained. The use of such reservoirs is associated with a high risk of dirt entering the soil and surface and groundwater. Pollution of water and soil by substances from septic tanks poses a serious risk to human and animal health. The lack of adequate infrastructure increases the risk of further environmental degradation in the region. Frequent removal of impurities from household septic tanks generates high costs for residents and logistical burdens for the municipality. This system is not ecological and inefficient compared to modern sewage infrastructure solutions. The project will reduce environmental pollution, improve the quality of groundwater and soils, and help meet the requirements of the EU Wastewater Directive. Thanks to the implementation of the investment, residents will gain better access to modern infrastructure, which will improve their quality of life and reduce public health risks. At the same time, the region will become more attractive for investors and tourists. Expansion of the sewage network will replace the leaky septic tank, minimizing the risk of contamination and reducing the costs of waste disposal. The identified problem in the area of project implementation is: •transfer of hazardous substances threatening human life and health to water and soil •exceeding emission benchmarks for other substances threatening aquatic ecosystems •unused resources of the waste water treatment plant in Lubawa •high needs for the development of sewage infrastructure •unsatisfactory state of the environment The project aims to improve the accessibility of the inhabitants of Lubawa to the sewage network. The implementation of the project will have a positive impact on the state of the natural environment, which is important from the point of view of the development of the tourist potential of the Area. At the same time, the potential dangers to the environment related to leakage of used drainless tanks or illegal discharge of effluent will be minimized. In addition, improving access to sewage infrastructure will improve the quality of life of the inhabitants of the Agglomeration, as well as increase its investment attractiveness for companies and residential construction.
