Construction of Park & Drive Parking (Park and Drive) in Oborniki Śląskie Commune

The project includes the design (execution of design works) and execution (execution of construction works) of the investment project entitled: "Construction of Park & Drive parking lot (Park and Drive) in the municipality of Oborniki Śląskie". The investment consists in the execution of design documentation and construction works at Spółdzielcza Street (Dz.1/10 and 1/11 AM-14) in Oborniki Śląskie regarding the construction of a car park for passenger cars. Basic parameters of the project: construction of 97 parking spaces, including 3 places for people with disabilities and 14 bicycle stands under the shelter, as well as a manoeuvring area and a pavement (approx. 3341 m2). Material scope: --Construction works: - maneuvering carriageways - pavements - exits to the parking lot - rainwater drainage - energy-saving road lighting - power grid - LED lighting and induction loop - renovation of the surface of ul. Cooperative -- development of documentation. The main goal of the project is to improve urban transport mobility of residents of ZIT WROF and to reduce emissions by reducing the amount of car traffic in the city. The main premise for the implementation of the Project is poor air quality in the Wrocław agglomeration. In this situation, it is necessary to take action to reduce car traffic, in particular in Wrocław and Obornik Śląskie. The reasons for this state of affairs are also related to Wrocław's strong ties with the surrounding municipalities, emphasized by the daily circular migrations of residents of the subregion, which is a strong process of residential and economic suburbanization. This situation increases the demand for urban and suburban transport. And the most frequently chosen individual transport causes congestion on access roads to Wrocław, and in the city itself the growing volume of traffic limits its fluidity, causes waste of time spent at impassable intersections, increases the risk of accidents and causes additional emissions to the air of harmful fuel combustion products. This situation creates a need for the development of transport infrastructure and a communication network that would improve the safety and quality of travel and contribute to the reduction of emissions from internal combustion vehicles. The project is in line with the policy objective of a greener, low-carbon and transitioning towards a zero-carbon economy and a resilient Europe by promoting clean and fair energy transition, green and blue investments, the circular economy, climate change mitigation and adaptation, risk prevention and management, and sustainable urban mobility. It directly implements specific objective RSO2.8. Supporting sustainable multimodal urban mobility as part of the transition towards a zero-emission economy, as the project will create a parking infrastructure that will reduce emissions and cars travelling in the WrOF area. The possibility of leaving the car at the railway station without problems and free of charge will encourage residents to leave the vehicle in Oborniki Śl. and continue their journey by public transport. Main implementation steps: The first stage of the preparation of the Functional-Use Program: 1st quarter of 2024, 2nd stage tender procedure in the public procurement procedure conducted in the basic mode for construction works in the ‘design and build’ system: 2nd quarter of 2024, 3rd stage of development of design documentation and obtaining a building permit: 1st quarter of 2025, 4th stage of construction works, obtaining a permit for use and acceptance of works: 4th quarter of 2025. Planned information and promotion activities (in accordance with Article 50 of the General Regulation, indirect costs): - information on the website, an article in a municipal newspaper - marking documentation and any activities under the project; - placement of a commemorative plaque and a poster.
