As part of the project, it is planned to build 12 bus shelters in the area of the Stara Kamienica commune in Stara Kamienica, Rybnica, Kopaniec, Mała Kamienica, Kromnów and Wojcieszyce. The main problem is the accessibility of the AJ area. The need to develop sustainable transport in the AJ area forces the continuation of activities related to the modernization of technical facilities and infrastructure necessary for communication. Since 2021, the District Communication Karkonoska has been operating 12 bus lines connecting 30 towns of the Karkonosze District and the city of Jelenia Góra. There is a need to take action related to improving the quality of infrastructure for traffic management and improving its safety, improving the condition of bus shelters and places for servicing lines located in the Jelenia Góra Agglomeration. The quality of AJ's transport infrastructure is one of the most important growth factors and criteria for assessing the level of socio-economic development of this area. The key issue is to create a modern, coherent transport infrastructure network, improve the way the transport system is organized and managed, its safety and reliability. To this end, the need for further development of collective transport networks, including in particular the improvement of infrastructure, shall be identified. The task requiring urgent intervention is to improve the technical condition and modernize the AJ transport system. It is therefore justified to implement an action aimed at implementing projects aimed at building a coherent transport infrastructure, which will strengthen the development opportunities of the entire functional area, but above all will contribute to the development of the competitiveness and revitalization of the area's entrepreneurship. The planned investment will comply with the provisions on mobility planning in the ITI Strategy. The planned project is consistent with the Integrated Territorial Investment Strategy of the Jelenia Góra Agglomeration for 2021-2029, which acts as a mobility planning document in the area of ITI AJ implementation. The project is part of the No. 4 project. Urban and agglomeration transport – ITI AJ and implements one of the directions for the development of urban mobility in the AJ area until 2029, based on the conclusions of the analysis of the state and conditions of the AJ transport system in the ‘Concept for the sustainable development of urban mobility in the Jelenia Góra Agglomeration with a perspective until 2029’, which is Annex 2 to the Strategy (Direction 1. Improved accessibility of public transport). The project is consistent with the vision of the AJ area set out in the ITI Strategy, which in relation to the sphere of communication accessibility was formulated as follows: ‘AJ is an integrated area, well connected externally and internally, with ecological public transport’, as well as fits into the strategic objective of the AJ ITI Strategy for 2021-2029: ‘Deepening the integration of the AJ area into a coherent organism strengthening its competitiveness through the development of communication accessibility, innovative and sustainable economy and social, tourist, natural and cultural potential, to improve the quality of life of residents.’ In order to achieve the strategic objective indicated in the AJ ITI Strategy, one of the key actions is to ensure comfortable, safe and effective movement of residents and travellers in the Jelenia Góra Agglomeration area. The possibility of free and easy movement is the basic development premise of the Jelenia Góra Agglomeration. Therefore, the project meets the development challenge identified and described in the Strategy of reducing individual car traffic and the need to popularize clean forms of transport. The implementation of the project will contribute to increasing the attractiveness and accessibility of urban and agglomeration transport in the Stara Kamienica commune.
