Construction of the provincial road from the A4 Bielany Wrocławskie junction (ul. Karkonoska) to the provincial road No. 395 (roundabout Żerniki Wrocławskie) and to the border of Wrocław (ul. Buffer)

The project will be implemented in the Lower Silesian Voivodeship, Wrocław County, the city of Wrocław, the municipality of Siechnice and the municipality of Kobierzyce. The project includes the construction of two sections of the provincial road, constituting the last stage of construction of the entire Bielany - Łany - Długołęka communication route. The length of the road will be approx. 6, 16 km . The construction was divided into two stages: in the first stage, a long section will be built. 2.55 km with the parameters of the road of technical class G, which runs in a new trace from ul. Grotto - Rowki to (ronda Żerniki Wrocławskie) and to the borders of Wrocław - ul. It's a buffer. The second stage of the investment with a length of approx. 3.61 km was designed from the intersection with ul. Grotto -Roweckiego to the Bielany Wrocławskie junction at ul. The Krkonoše Mountains. Continuing along the provincial road will eventually enable the Wrocław agglomeration to detour from its southern and eastern side, closing the ring around the city along with the motorway bypass. The analysed road with the main road class will be an ideal complement to communication corridors . The agglomeration link will ensure that the regional road network is connected to the national and international transport system, including improving the quality of connections to the TEN-T. The planned road will be another strong transport axis of great importance for the region. Running it in the latitudinal system will allow the communication corridors to be shortened and will increase their rank and improve the diversification of traffic in the central part of Lower Silesia. The implementation of the investment will contribute to the removal of development barriers resulting from the lack of bypasses of many cities in Lower Silesia, limiting the opportunities for socio-economic development of the region, due to the liquefaction and exit of traffic from the city, the investment will contribute to the reduction of greenhouse gas emissions, pollutants, exhaust gases, noise. For residents of the Wrocław agglomeration and those arriving, it is important to reduce travel time, save fuel, increase travel comfort and reduce the risk of accidents. This justifies that the project is in line with the specific objective of the FEDS 2021-2027 - developing and improving sustainable, climate-resilient, intelligent and intermodal mobility at national, regional and local level, including improving access to TEN-T and cross-border mobility. The implementation of the project was divided into tasks: the first is preparation, which includes the preparation of documentation necessary to submit an application for co-financing, the second is the preparation of technical documentation, obtaining permits, construction works [the first stage will be implemented in the form of design and build, while the second stage will be implemented in the form of optimize and build] along with the costs of network connections, research, construction of footbridges, costs of supervision of the contract engineer, land purchase . The third task includes promotional activities consisting in the preparation of an event - a conference at the end of the task and the setting of information and promotion boards. The cost of the tables will be borne by the beneficiary and will be classified as ineligible expenditure in the project.
