The applicant for the project is Dolnośląskie Centre for Mental Health for Children and Youth in Lubin Sp. z o.o. (hereinafter: DCZPDM) The project will be implemented in the Lower Silesian Voivodeship, in Lubin, among others. The project is recorded as one of the strategic projects and was planned to be implemented in a non-competition mode. Implementation period: 01.2021r.-12.2025r. The subject of the project is the construction of a Highly Specialized Medical Center of the Lower Silesian Center for Mental Health for Children and Youth in Lubin, where comprehensive psychological and psychiatric care for children and youth will be implemented. Medical services will be carried out using optimal methods of diagnosis and treatment in accordance with the new model of psychiatry of children and adolescents referred to in Reg. Minister for Health of 14 August 2019, Journal of Laws 2019, item 1640, as amended), within the framework of: - 1st degree of reference - Centre for Environmental Psychological and Psychotherapeutic Care for Children and Adolescents; - II degree of reference - Mental Health Center for Children and Adolescents. The Centre will also include a physical rehabilitation department with a modern recreational and sports space, including a sports field and a gymnasium. The infrastructure created under the project (together with the equipment) will be used exclusively for the provision of publicly funded healthcare services until the end of the lifetime of the project. The implementation of the project does not concern the activation of the third reference level. The investment consists of the following stages: 1 Land 2 Preparatory works (including project documentation) 3 Construction of a Highly Specialized Medical Center of the Lower Silesian Center for Mental Health for Children and Youth (I and II reference level), 4 Equipment of the facility (including medical, non-medical equipment, IT equipment) 5 Investor and author's supervision 6 Information and promotion (including: information and promotion events, website construction, promotion in regional media, information and commemorative plaques) 7 Indirect costs, including project management. The project implements the specific objective RSO4.5. FEDS, i.e. ensuring equal access to healthcare and supporting the resilience of health systems and supporting the transition from institutional to family and community-based care. The main goal will be achieved through the construction and launch of a modern Medical Center of the Lower Silesian Center for Mental Health for Children and Youth, offering comprehensive support in the field of mental health. The launch of the Mental Health Centre was recognised as a priority project and indicated in Annex 10 to the Programme Contract for the Lower Silesian Voivodeship, under the name: Improving the quality of services provided in the field of psychiatric treatment in Lower Silesia (Construction of the Lower Silesian Center for Mental Health for Children and Youth in Lubin). Specific objectives of the project: − improving the quality and accessibility of specialised psychiatric services for children and adolescents in the region, − improving the quality of diagnostic and therapeutic activities in the field of psychiatric care for children and adolescents, − promoting mental health and preventing mental disorders of young people. In accordance with the Provincial Transformation Plan WD 2022-2026, which in the main areas of tasks, among others, in points. 2.5 – Psychiatric care and drug treatment, it is recommended to take action to improve access to outpatient services, community-based treatment and psychiatric day wards for children. The expected result of the project will therefore be to achieve optimal access to psychiatric care for children and adolescents in various forms and models and to reduce the waiting time for the provision of medical services.
