Establishment of a Mental Health Centre for children and adolescents through the construction of a Psychiatry Centre for Children and Adolescents in the Gromkowski Provincial Specialist Hospital in Wrocław

Applicant of the project entitled: ‘Establishment of a Mental Health Centre for children and adolescents through the construction of a Psychiatry Centre for Children and Adolescents at the J. Gromkowski Provincial Specialist Hospital in Wrocław’ is the J. Gromkowski Provincial Specialist Hospital in Wrocław (hereinafter: WSS im. J. Gromkowski). The project will be implemented in the Lower Silesian Voivodeship, in the city of Wrocław. The project is recorded as one of the strategic projects and was planned to be implemented in a non-competition mode. Implementation period: 06/2022-03/2028 The subject of the project is the construction of the Psychiatry Centre for Children and Adolescents at the J. Gromkowski SSW, which will provide comprehensive psychological and psychiatric care for children and adolescents. Medical services will be carried out using optimal methods of diagnosis and treatment in accordance with the new model of psychiatry of children and adolescents referred to in Reg. Minister for Health of 14 August 2019, Journal of Laws 2019, item 1640, as amended), within the framework of: - specialist clinics under the 1st reference level, - Daily ward and Mental Health Clinic for Children and Adolescents and their families under the 2nd reference level. The infrastructure of the Centre for Psychiatry for Children and Youth created under the project, together with the equipment, will be used exclusively for the provision of publicly funded healthcare services until the end of the lifetime of the project. The scope of the project does not concern the provision of services under reference level III. The investment consists of the following stages: 1) Preparatory work (e.g. obtaining a decision on environmental conditions, obtaining a decision on the location of a public purpose investment, preparing design documentation together with obtaining a decision on a building permit) 2) Construction of a Psychiatry Centre for Children and Youth at the J. Gromkowski SSW 3) Purchase and installation of equipment (e.g. medical and non-medical equipment and IT equipment) 4) Investor supervision 5) Information and promotion (e.g. 2 information and promotion events, information board, commemorative plaque). 6) Indirect costs, including project management. The project implements the specific objective RSO4.5. FEDS, i.e. ensuring equal access to healthcare and supporting the resilience of health systems and supporting the transition from institutional to family and community-based care. The main goal will be achieved by building and launching a modern Psychiatry Centre for Children and Adolescents, offering comprehensive support in the field of mental health. The launch of the Center for Psychiatry for Children and Youth in Wrocław was recognized as a priority project and indicated in Appendix No. 10 to the Program Contract for the Lower Silesian Voivodeship, under the name: ‘Establishment of a Mental Health Centre for children and adolescents through the construction of a Psychiatry Centre for Children and Adolescents in the J. Gromkowski Provincial Specialist Hospital in Wrocław’ Specific objectives of the project: − improving the quality and accessibility of specialised psychiatric services for children and adolescents in the region, − improving the quality of diagnostic and therapeutic activities in the field of psychiatric care for children and adolescents, − promoting mental health and preventing mental disorders of young people. In accordance with the Provincial Transformation Plan WD 2022-2026, which in the main areas of tasks, among others, in points. 2.5 – Psychiatric care and drug treatment, it is recommended to take action to improve access to outpatient services, community-based treatment and psychiatric day wards for children. The expected result of the project will therefore be to achieve optimal access to psychiatric care for children and adolescents in various forms and models and to reduce the waiting time for the provision of medical services.
