Construction of bicycle roads in Oborniki Śląskie Commune

The subject of the project is the construction of a bicycle road in the municipality of Oborniki Śląskie - a section of the Lower Silesian Cyclostrada (on the VIA REGIA route) - from a footbridge on the river Widawa through forest areas near the village of Paniowice, then along the anti-flood embankment to the district road No. 1362D and on the district road from Paniowice towards the village of Kotowice. The project includes: preparation of application documentation, technical documentation, implementation of construction works, information and promotion activities. The main objective of the project is to promote the public tourist values of the Oborniki Śląskie commune and to increase the mobility of the inhabitants of the ZIT WrOF area through the development of cycling tourism. The implementation of the project results from the diagnosed needs and problems of the inhabitants of the commune and the region - these are primarily: - the lack of a coherent network of bicycle routes in the area of partner municipalities, enabling access to attractive tourist destinations; - deficiencies in the safety of cyclists visiting places in the Oborniki Śląskie commune attractive in terms of recreation and tourism; high air pollution in the region; - the need to integrate the system of bicycle routes of the municipality of Oborniki Śląskie with the city of Wrocław, in particular the communication of bicycle routes within the Municipality with the bicycle footbridge planned for construction by the city of Wrocław on the river Widawa; - the need to make better use of the high potential of the municipality of Oborniki Śląskie in terms of active tourism, especially one-day and weekend tourism. The planned bicycle road will enable safe movement of cyclists from the area of the Municipality to the center of Wrocław, as well as residents of Wrocław to the area of the Municipality, including for recreational purposes. The planned construction of the bicycle road will be carried out in accordance with the Lower Silesian Bicycle Policy adopted by the Lower Silesian Voivodeship Board in 2017 and based on the design and implementation standards for the bicycle infrastructure of the Lower Silesian Voivodeship adopted by the Lower Silesian Voivodeship Board in 2021. The project is compliant with the FEDS 2021-2027 - it directly responds to the provisions in the FEDS in the field of protection, development and promotion of natural and cultural heritage, including sustainable tourism. Support will be provided, among others, to investments in bicycle infrastructure and the necessary elements accompanying such investments, such as toilets, bicycle racks, safety elements. The planned route will serve to promote the tourist values of the Odra and Widawa riverbanks, and will also be an access road to Wrocław. The project is also in line with the provisions of the SRWD 2030 - it fits in with strategic objective 5 - Strengthening the spatial cohesion of the region. . The project is in line with the WrOF ITI strategy - it fits in with the strategic objective 3 - Environmental protection and adaptation of WrOF to change. The project is part of a set of projects 8: ‘Construction of cycling or walking and cycling infrastructure in the Wrocław Functional Area’, responds to the need to build a coherent network of cycling roads forming links between the municipalities of Oborniki Śląskie, Wisznia Mała and Wrocław. As part of the project, the following activities are planned: - preparation of application documentation; - preparation of technical documentation; - construction works: on the section of 1.90 km - in forest areas from the footbridge on Vidawa to the flood embankment near the village of Paniowice, the road will be carried out in the form of reconstruction of the existing path constituting an irregular ground transport route into a two-way road with two-sided roadsides with a mastic-clinical surface; - works in the field of marking the horizontal and vertical bicycle path along the entire route (3.18 km), - promotion of the project: articles in the local press, information on the website, information board.
