Increased administrative and staffing capacity of IPAW (Phase I)

Integrated Territorial Investments of the Wałbrzych Functional Area (ZIT WOF/AW) consists of 27 local government units. These are municipalities: Wałbrzych-City on the Rights of the District, Boguszów Gorce, Czarny-Bór, Dobromierz, Głuszyca,Jaworzyna Śląska, Jedlina-Zdrój, Jawor,Kamienna Góra, Miasto Kamienna Góra, Lubawka,Marcinowice,Mieroszów,Mściwojów, Miasto Nowa Ruda, Nowa Ruda, Paszowice, Radków, Stare Bogaczowice, Strzegom, Świebodzice, Miasto Świdnica, Świdnica, Szczawno-Zdrój, Walim, Wądroże Wielkie and Żarów. On 9 December 2022, the local authorities concluded an inter-municipal agreement on the principles of cooperation between the Parties to the Inter-municipal Agreement in programming, implementation, financing, evaluation, agreeing on joint investments, ongoing servicing and settlement of the Integrated Territorial Investments of the Wałbrzych Agglomeration and entrusting the management of Integrated Territorial Investments of the Wałbrzych Agglomeration to the Wałbrzych Commune (Inter-municipal agreement). ITI WOF also operates on the basis of TERRITORIAL AGREEMENT No DG-R/72/2023 of 13.12.2023 on defining the rules for the implementation of strategic projects under the territorial instrument Integrated Territorial Investments of the Wałbrzych Functional Area (Territorial Agreement). The main task of the ZIT WOF association is to support social, economic and environmental development, culture, natural heritage, tourism and security in the area of 27 ZIT WOF municipalities. The development of all these areas will be achieved through the implementation of the ITI AW Strategy (with a description of projects relevant to the development of cities, municipalities, counties and their functional areas), i.e. through the implementation of projects identified in it, including those co-financed by the FEDS 2021-2027. The WOF ITI under the 2021-2027 financial perspective has a total of PLN 1171498,42 thousand (ERDF, FST, FENiKS). In the Inter-municipal Agreement, the parties entrusted the Wałbrzych Commune with the role of the Leader of the WOF ITI Association, who, among other things, represents the association and coordinates the process of implementing/implementing the AW ITI Strategy. The leader of the WOF ITI carries out the tasks incumbent on him in this respect through the budget unit: the Intermediate Body for the Wałbrzych Agglomeration (IPAW). Due to the experience of IPAW in the previous financial perspective (fulfilling the role of IP), in the current perspective it will also run the ZIT office at the headquarters at ul. Słowackiego 23a in Wałbrzych. Therefore, it is necessary to provide institutional support to IPAW for the co-financing of: the employment of qualified staff (only employment contracts: Salary and so-called 13 plus contributions from the Social Insurance Institution (ZUS) and the Employer's Social Insurance Fund (FP Employer) and legal services. The main objective of the project is to support social, economic and environmental development, culture, natural heritage, tourism and security in the area of 27 municipalities of the ZIT WOF association by providing the necessary human resources and conditions guaranteeing the effective operation of the ZIT WOF office responsible for the implementation/implementation of the ZIT AW Strategy. Adequate staff resources of IPAW will allow for the correct and effective implementation/implementation of the ITI AW Strategy, and thus a more efficient implementation of FEDS, which will consequently contribute to a more effective absorption of EU funds. The task of IPAW is in particular: -Preparing the list of strategic projects indicated in the ITI AW Strategy and monitoring the progress of their implementation -submission of the ITI AW Strategy by the Zarz.FEDS Authority for an opinion on the possibility of financing it under the FEDS together with other documents and briefcases of all projects indicated in the list of strategic projects -handling the implementation of the ITI AW Strategy, reporting -implementation of information and promotion obligations (description of information and promotion activities in the field ‘Other information’). -monitoring the progress of the implementation of the provisions of the Territorial Agreement -cooperation with the MA FEDS
