Decarbonisation of the Wałbrzych Subregion and reduction of greenhouse gas emissions through the transformation of the energy infrastructure of Przedsiębiorstwo Energetyki Cieplnej S.A. in Wałbrzych

The project will consist in the expansion of the current C-3 heating plant by two biomass boilers with a capacity of 8MWt each and their integration with the existing heating system. As part of the task, the following elements will also be carried out: • redevelopment of the existing boiler hall, • installation for the recovery of condensation heat from flue gases resulting from the combustion of moist biomass in condensing economizers based on absorption heat pumps, • complete infrastructure for biomass supply to the new boiler room, • a set of auxiliary and security installations meeting the applicable safety and environmental protection requirements. The total nominal heat output supplied by the boiler and dry economizer assembly is 8MW, which in the case of two units gives 16MW. In order to recover thermal energy from condensation of water vapour contained in exhaust gases, a condensing economizer system with a heat pump was used. The total capacity of the biomass installation will be 20 MW (2*10 MW). Due to the fact that the demand for thermal energy for the purpose of preparing domestic hot water by municipal customers varies both during the day and on individual days of the week, and the demand for thermal energy for central heating is subject to fluctuations during the day and throughout the heating season and depends primarily on the temperature of the outside air and to a lesser extent on the sunshine and wind power, the Company plans to build a heat accumulator with full heat accumulation as part of the task. The project also includes promotional activities, including the organisation of an information event in the form of a conference. The main objective of the project is to decarbonise the Wałbrzych Subregion by moving away from coal consumption in energy production, reducing CO2 emissions and other harmful substances, i.e.: The above objective is based on achieving the status of an efficient district heating system and significant reduction of CO2 emissions - in accordance with Directive 2012/27/EU of the European Parliament and of the Council of 25 October 2012 on energy efficiency, adapting the system to the BAT Conclusion for large combustion plants (LCP) - in accordance with Commission Implementing Decision (EU) 2017/1442 and adapting the system to the provisions of Directive (EU) 2018/2001 of the European Parliament and of the Council of 11 December 2018 on the promotion of the use of energy from renewable sources, the so-called Renewable Energy Directive. RED II directives.
