The project assumes a comprehensive renovation increasing the energy efficiency of a public infrastructure building located in the Wałbrzych subregion - the Wałbrzych Commune - a city with county rights. It will include the thermomodernisation of one public utility facility, the Wałbrzych Olympiad Athletics Hall at ul. F. Chopin 1A in Wałbrzych. The scope of work includes, among others: - insulation of partitions, - replacement of windows and doors, - modernisation of the ventilation system, - installation of RES equipment - in the form of a heat pump and photovoltaic installation, - modernisation of the CWU installation. In addition to the infrastructure works, it was assumed to carry out promotional tasks (as part of indirect costs) consisting in the purchase, delivery and assembly of 1 piece of information and memorial board and marking all documentation related to the implementation and settlement of the project, as well as the cost of construction supervision (direct expenditure). The material scope also includes the preparation of technical documentation regarding the thermal modernization of the hall, preparation of an energy audit and preparation of an application with the required annexes. MODE OF IMPLEMENTATION (METODA, FORM) AND STAGES OF THE PROJECT The project is fully ready for implementation, as evidenced by the Applicant’s valid building permit – Decision No 159/2023 of 18 May 2023 issued by the Mayor of Wałbrzych. The building planned for support will be subject to thermomodernisation on the basis of an energy audit, which, in accordance with the recruitment rules, takes into account mandatory thermomodernisation works. More broadly: the ‘Tasks’ section of the grant application. The commencement of construction works will take place after the selection of the contractor, the supervision inspector and the substitute investor. The main goal of the project is to support the process of decarbonization of the Wałbrzych subregion through thermomodernization of a public utility facility - athletics hall. The specific objectives of the project should therefore include improving air quality and reducing the amount of electricity and heat used for the operation of public utility facilities, increasing the use of RES in the Wałbrzych subregion and thus making it independent of external energy supplies (in connection with the planned installation of a heat pump and photovoltaic installation in the facility, including the modernisation of the existing heating system - a solid fuel boiler). The project will thus enable the Wałbrzych sub-region and its inhabitants to mitigate the social, employment, economic and environmental impacts of the transition towards the EU’s 2030 targets for energy and climate and towards a climate-neutral EU economy by 2050 based on the Paris Agreement. It will provide important support for measures to combat climate change and lung and respiratory diseases caused, inter alia, by high levels of air pollution associated with the significant use of coal in the economy to date. In view of the above, the objectives set out in the project are fully consistent with the objectives set for the FEDS 2021-2027 programme. The planned thermal modernization of the public building will allow to provide attractive and high-quality space for residents while respecting environmental resources. In addition to the environmental benefits, the living conditions of residents who breathe cleaner air will be improved. Thus, the project, in accordance with the idea of sustainable development, strengthens social development while respecting the state of the environment and striving for a natural economy for the climate. This project will not be implemented in partnership. The Applicant - Wałbrzych Municipality - a city with county rights will be responsible for the implementation and implementation of the project.
