Thermomodernization of buildings of the Municipality of Świdnica performing educational functions: building A and C of Primary School No. 4 in Świdnica at ul. Marcinkowski's 4-6

The subject of the project is thermomodernization of two public buildings belonging to the Municipality of Świdnica, performing educational functions, i.e.: Building A (School Sports Facility Building: swimming pool, gymnasium, connector) and building C (building of primary classes I-III) of Primary School No 4 in Świdnica (hereinafter "SP4") located in Świdnica at ul. Marcinkowski 4-6. As part of the investment, it is planned to perform thermomodernization improvements in both of the above-mentioned facilities consisting in: replacement of door frames, insulation of ventilated and non-ventilated roofs, insulation of external walls, modernization of c.o. and c.w.u. installations, modernization of internal lighting. In addition, building A SP4 provides for insulation of the ceiling over the passage, replacement of window joinery, modernization of the ventilation system, replacement of the heat node and installation on the roof of the photovoltaic micro-installation facility with a capacity of 8.20 kWp. This will achieve the project’s direct objective of increasing the energy efficiency of buildings (primary and final energy savings) and reducing greenhouse gas (CO2) emissions. The use of PV installations will also increase the share of RES in the energy balance of one of the above-mentioned facilities. As part of the investment, it is also planned to carry out thermomodernization works in buildings other than the above-mentioned ones, which will serve to improve their aesthetics and improve their functionality and technical condition, which will affect the safety and comfort of their users. In the long term, the project will contribute to the following environmental, social and economic benefits: 1) ECOLOGICAL: improving air quality (reducing emissions of harmful dusts and gases), combating the greenhouse effect, improving the condition of ecosystems. 2) ECONOMIC: reducing JTS expenditure on the maintenance of buildings and thus improving its financial situation, increasing energy security, reducing dependence on fossil fuel markets, reducing coal and electricity imports. 3) SOCIAL: improving the health of the population (reducing cancer, respiratory and cardiological diseases), increasing the attractiveness of the city in terms of investment and tourism. Those planned actions and their effects shall be consistent with the objectives of the FEDS 2021-2027, in particular the specific objective of action FST.CP6.I, as they contribute to the achievement of the Union’s 2030 targets for energy and climate and for a climate-neutral economy, as well as to mitigating the effects of the environmental transition. The applicant shall have energy efficiency audits for buildings and all necessary design documentation. For the investment, a valid building permit was obtained. The applicant, investor and beneficiary of the project is the Municipality of the City of Świdnica, which will be responsible for the project at all its stages: preparation, implementation, settlement and sustainability. It will also operate the co-financed infrastructure through its budgetary units, to which the facilities in question have been handed over to permanent management. There are no implementing partners/entities in the project. The beneficiary will carry out information and promotion activities of the project in accordance with the FEDS 2021-2027 guidelines, the purpose of which is to inform the public about the funding received (information board, information on the applicant’s website, marking documents related to the implementation of the project).
