Thermomodernization of three municipal buildings of the Municipality of Świdnica: ul. Garbarska 26, ul. Gdynia 1-1A, ul. Gdynia 5-5a-5b

The subject of the project is thermomodernization of three municipal buildings belonging to the Municipality of Świdnica, i.e.: multi-family residential building (5 residential units) in Świdnica at ul. Garbarska 26, a multi-family residential building (16 residential units) in Świdnica at ul. Gdynia 1-1a and a multi-family residential building (24 residential units) at ul. Gdynia 5-5A-5B. As part of the investment, mandatory thermomodernisation improvements are planned to be implemented in all of the above-mentioned facilities, consisting of: replacement of windows, replacement of external doors, insulation of external walls, insulation of ceilings / flat roofs. This will achieve the direct objective of the project, which is to increase the energy efficiency of buildings (energy saving and final and primary) and consequently reduce greenhouse gas (CO2) emissions. As part of the investment, it is also planned to carry out construction works in buildings other than the above-mentioned ones, which will serve to increase the accessibility of facilities for people with disabilities, improve their aesthetics and improve their technical condition, which will affect the safety and comfort of their users (tenants of residential premises). In the long term, the project will contribute to the following environmental, social and economic benefits: 1) ECOLOGICAL: improving air quality (reducing emissions of harmful PM2.5, PM10), counteracting the greenhouse effect, improving the condition of ecosystems. 2) ECONOMIC: reducing the expenses of the inhabitants of the municipality for heating housing and thus improving their financial situation, increasing the energy security of the municipality and its inhabitants, reducing dependence on fossil fuel markets (reducing coal imports), improving the financial situation of the municipality. 3) SOCIAL: improving public health (reducing cancer, respiratory and cardiac diseases), increasing the attractiveness of the commune in terms of investment and tourism, reducing energy poverty of the commune inhabitants, the possibility of allocating the funds saved by the commune (in an amount equal to the subsidy paid) for additional investments important for the local community. Those planned actions and their effects shall be consistent with the objectives of the FEDS 2021-2027, in particular the specific objective of action FST.CP6.I, as they contribute to the achievement of the Union’s 2030 targets for energy and climate and for a climate-neutral economy, as well as to mitigating the effects of the environmental transition. The applicant has energy audits of buildings and construction projects at the time of submitting the application for co-financing. The investor for the scope that required notification of construction works has already obtained non-objection decisions from the competent authority. The project is ready for implementation. The applicant, investor and beneficiary of the project is the Municipality of the City of Świdnica. The investment will be implemented through its budgetary unit: The Municipal Real Estate Board in Świdnica, which will be responsible for the preparation and implementation of the investment, including: announcement of public contracts and selection of contractors, acceptance procedures, settlement with contractors and with the municipality (from the targeted grant received for the investment). The above-mentioned entity will also be responsible for settling the project with the granting authority, promoting the project (it will carry out information and promotion activities of the project in accordance with the FEDS 2021-2027 guidelines, the purpose of which is to inform the public about the funding received: information board, information on the website of the applicant and the unit, marking of documents related to the implementation of the project) and its durability. The Municipal Real Estate Board in Świdnica will also act as the operator of the co-financed infrastructure (on behalf of the Beneficiary). There are no partners in the project.
