The subject of the project is thermomodernization of three communal residential buildings belonging to the Municipality of Świdnica, i.e.: building (32 residential units) in Świdnica at ul. M. Kopernika 3, building (11 residential units) in Świdnica at Pl. Freedom 6 and the building (16 residential units) in Świdnica at ul. Chopin 23-25. As part of the investment, it is planned to be carried out in all of the above-mentioned facilities: replacement of external windows and doors, insulation of external walls and insulation (respectively) of the roof / flat roof. In addition, in the buildings at Pl. People's 6 planned warming of the ceilings, and in the building at ul. F. Chopin warming of ceilings, modernization of the central heating and hot water system (including, among others, installation of heat pumps 2*15 kW + a peak electric boiler with a capacity of 40 kW, installation of central heating and hot water installations, energy management system) and photovoltaics on his roof with a capacity of 20,00 kW. This will achieve the project’s direct objective of increasing the energy efficiency of buildings (primary and final energy savings) and reducing greenhouse gas (CO2) emissions. The use of PV installations will also increase the share of RES in the energy balance of one of the above-mentioned facilities. As part of the investment, it is also planned to carry out construction works in buildings other than the above-mentioned ones, which will serve to increase the accessibility of facilities for people with disabilities, improve their aesthetics and improve their technical condition, which will affect the safety and comfort of their users (tenants of residential premises). Ecological, social and economic benefits: 1) ECOLOGICAL: improving air quality (reducing emissions of harmful PM2.5, PM10), counteracting the greenhouse effect, improving the condition of ecosystems. 2) ECONOMIC: reducing the expenses of the inhabitants of the municipality for heating housing and thus improving their financial situation, increasing the energy security of the municipality and its inhabitants, reducing dependence on fossil fuel markets (reducing coal and electricity imports), improving the financial situation of local government units. 3) SOCIAL: improving the health of the population (reducing cancer, respiratory and cardiac diseases), increasing the attractiveness of local government units in terms of investment and tourism, reducing energy poverty of local government units, the possibility of allocating the funds saved by local government units for additional investments that are important for the local community. Those planned actions and their effects shall be consistent with the objectives of the FEDS 2021-2027, in particular the specific objective of action FST.CP6.I, as they contribute to the achievement of the Union’s 2030 targets for energy and climate and for a climate-neutral economy, as well as to mitigating the effects of the environmental transition. The applicant has energy audits of buildings and construction projects at the time of submitting the application for co-financing. The investor for the scope that required notification of construction works has already obtained non-objection decisions from the competent authority. The project is ready for implementation. The applicant, investor and beneficiary of the project is the Municipality of the City of Świdnica. The investment will be implemented through its budgetary unit: The Municipal Real Estate Board in Świdnica (hereinafter ‘MZN’), which will be responsible for preparing and carrying out the investment, including: announcement of public contracts and selection of contractors, acceptance procedures, settlement with contractors and the municipality (from the special-purpose grant received for the investment), settlement of the project with the granting authority, promotion of the project (will carry out information and promotion activities of the project in accordance with the FEDS guidelines 2021-2027, the purpose of which is to inform the public about the funding received: information board, information on the website of the applicant and the unit, marking of documents related to the implementation of the project) and its durability. MZN will also act as an infrastructure operator. There are no partners in the project.
