The subject of the project is a thorough thermomodernization of 8 historic public buildings, including obligatory activities in the form of -warming of partitions -replacement of windows and doors and -modernization of heat sources -oze (microPV, heat pump). The scope of improvements for each building results from the energy audit and is an optimal option enabling primary energy savings of over 30%. The project also includes the following expenses: -technical documentation -accompanying works not exceeding 15% The applicant has a building permit for 1 facility, for the others he has developed a realistic schedule for obtaining a permit by 30.06.2025. The scope of the project does not require a decision on environmental conditions. Objective of the project: Providing a coherent, integrated, attractive, high-quality space for the inhabitants of Wałbrzych through thermal modernization of historic public buildings. Specific objectives: -reduction of CO2 emissions and transformation of Wałbrzych towards zero-emissions -improving the comfort of direct users, quality of life -reducing the costs of maintaining buildings -improving air quality -improving the attractiveness of the city/region. The project will thus enable the Wałbrzych subregion and its inhabitants to mitigate the social, employment, economic and environmental impacts of the transition towards the European Union’s 2030 targets for energy and climate and towards a climate-neutral economy of the European Union by 2050 based on the Paris Agreement. It will support actions to combat climate change and lung and respiratory diseases caused, among others, by high levels of air pollution associated with the so far significant use of coal in the economy. In view of the above, the objectives are fully consistent with the objectives set for the FEDS 2021-2027 programme and the TPST for the Wałbrzych subregion. The thermal modernisation of buildings planned as part of the project will provide attractive and high-quality space for residents while respecting environmental resources. In addition to the environmental benefits, the living conditions of residents who breathe cleaner air will be improved. Thus, the project, in line with the idea of sustainable development, strengthens human development while respecting the state of the environment and striving for a climate-neutral economy. Objectives result from the analysis of needs The implementation of the investment is supported by: A. Unsatisfactory current condition of buildings, low insulation of partitions, affecting energy losses, low comfort for users, high energy consumption (which is mainly based on the use of conventional fuels). Buildings show significant losses of thermal energy, which is caused by uninsulated walls, leaking doors and windows. Partitions do not meet the current requirements for thermal insulation, which also contributes to excessive heat loss and uncontrolled infiltration of external air. The low insulation of partitions is associated with the perceived discomfort of direct users and affects energy losses, which causes the emission of dust, especially CO2, into the atmosphere. B. The need for a transition towards zero-emissions in line with the Paris Treaty, as set out in the Strategic Docs. The lack of thermomodernization affects the degradation of the natural environment and the health of residents through increased emissions of carbon dioxide into the atmosphere and prevents the transformation of WAŁBRZYCHA towards zero-emissions. This project will not be implemented in partnership. The Applicant - Wałbrzych Municipality - a city with county rights will be responsible for the implementation and implementation of the project.
