Support for the implementation of the Just Transition Fund in the Wałbrzych subregion

On 14 January 2020, the EC presented a proposal establishing the Just Transition Fund. Annexes D to the National Reports under the European Semester indicate those regions that will be covered by its support - in the case of Lower Silesia, the Wałbrzych subregion has been indicated. One of the conditions for receiving support was the development of a Territorial Just Transition Plan. This process, coordinated by the Provincial Executive Board, in cooperation with a wide range of regional stakeholders within the established Working Group, led to the approval of the FEDS 2021-2027 programme, together with Priority 9: European funds for the transformation of mining areas in Lower Silesia. The aim of the project is therefore to develop a network of cooperation between stakeholders interested in conducting a just transition in the Wałbrzych subregion and substantive support for beneficiaries and potential beneficiaries applying for funds from the JTF. The substantive activities under this project were planned under three complementary components. I) Under the first component, it is planned to carry out activities aimed at developing an interinstitutional cooperation network focused on the implementation of TPST in the Wałbrzych subregion. The development of this network will be based on the above-mentioned Working Party on Trade and Development. JTF, established by Resolution No 2755/VI/20 of the Management Board of the Lower Silesian Voivodeship on 6 October 2020 to coordinate cooperation between regional stakeholders regarding work on areas of support under the JTF. The Group consists of representatives of all circles interested in the implementation of the just transition, i.e.: JST, universities, research institutes, IOB, business associations, trade unions, NGOs. Support in the operation and development of this cooperation network through the exchange of ideas and experiences between partners will strengthen the process of absorbing funds from the JTF and implementing diversified projects. II) The second component concerns the preparation of an analysis of the socio-economic situation of the Wałbrzych subregion in terms of energy demand, including the scale of the problem regarding the inability of households to meet energy needs. An essential aspect of the planned analysis will be the estimation of the scale of energy poverty in the intervention area. This will contribute to supporting effective processes and procedures in the implementation of the TPST and will make a significant contribution to the preparation of the post-2027 perspective. This was also raised during the negotiations of the FEDS Programme with the EC. III) The third strand concerns the implementation of actions targeting JTF beneficiaries and potential beneficiaries. They will support the exchange of experience and best practices in the preparation and implementation of projects that, by their nature, will respond to the challenges related to the just transition of the Wałbrzych subregion. The practical dimension of this support will be the organization of study trips to Polish and foreign regions covered by the Territorial Just Transition Plans. Their aim will be, among others, to familiarize participants with the solutions that have been programmed to overcome the structural constraints existing in these regions. The project is in line with the principle of promoting sustainable development, as it refers directly to the MST - a tool for the implementation by the European Union of the objectives contained in the 2030 Agenda for Sustainable Development (UN) and the Paris Agreement. The project is open-ended and does not favour any people due to their individual characteristics. The criteria for selecting participants for individual activities are not discriminatory, their selection will be determined by substantive reasons related to the fact that the person represents an entity involved in the just transition process. Therefore, this project complies with the principle of equality between women and men and the principle of equal opportunities and non-discrimination.
