The project assumes the expansion of the bicycle road network with the necessary infrastructure in the following locations: ul.Kaliska (from the Falbank roundabout to the roundabout at ul.Broniewskiego); Robotnicza Street; ul. Zbiegniewska Street (from Robotnicza Street to Crossroads, from Wiejska Street), ul. Zbiegniewska (from the crossroads from ul.Kaliska to the crossroads from ul.Kruszyńska); Mechaników Street; ul.Lisek (from ul.Wysokej to ul.Obwodowa); ul.Zielna (from ul.Płocka to ul.Polna), ul.Płocka (from the intersection with Kazimierz Wielki Avenue to the intersection with the road to the Włocławek Lagoon). The material scope of the investment includes, among others: construction and reconstruction of bicycle paths with a surface of a mineral-bituminous mixture, and in the case of walking-bicycle routes from a concrete cube, construction of pavements, islands sewering traffic, reconstruction of slopes, construction of a concrete culvert, installation of elements of small architecture, i.e. salt bicycle sheds with bicycle racks, bicycle sheds (without racks) for future urban scooters or sharing bikes, green bus shelters, self-repair points for bicycles, management of the greenery of adjacent areas: greenery and planting trees. The aim of the project is to increase the coherence of the bicycle network in the city of Włocławek and its functional area, which will contribute to the increase of its functionality, and thus to change the mobility patterns of residents who will be able to choose bicycle transport instead of individual car transport. The investment will also ensure the safety of users of bicycle and pedestrian-cycling traffic, and will also translate into issues related to environmental protection in the field of counteracting the production of high emissions of pollutants into the atmosphere caused, among others, by road traffic. The scope of the planned investment is consistent with the scope of activities indicated in the strategic documents.The task fits in with the city's objectives in terms of creating appropriate conditions to limit the use of passenger cars in transport. The project also includes the development of technical documentation for individual sections, an investment plan, internal road supervision, project management, as well as information and promotion activities. It is planned to purchase boards informing about co-financing from the European Regional Development Fund, as well as publication of articles in local press and information on Internet thrones. The applicant has full documentation to ensure that the project is ready, including relevant ZRID decisions, notifications of construction or execution of other construction works and certificates of no grounds for objection. Information and publicity measures will be carried out in accordance with the ‘Handbook on information and publicity for applicants and beneficiaries of European Funds 2021-2027’. In connection with the implementation of the project, accessibility standards (i.e. architectural, information and promotion, digital) will be applied. The material scope of the planned investment tasks is wider than the scope of the works covered by the co-financing of this application, because, in accordance with the recruitment regulations, the co-financing may cover activities in the field of bicycle transport development, i.e. construction and reconstruction of bicycle roads, the public bicycle system, Bike & Ride facilities and reconstruction works in road infrastructure related to the implementation of the works in question. The rest of the work will be an ineligible cost for the Applicant.
