The commune of Świecie will implement a project consisting in the construction of a bicycle path with a total length of 2228.45 m. The beginning of the construction is located at the point of completion of the existing pedestrian and bicycle road in Gruczno, the end will be located in front of the existing culvert in Topolinek. The planned investment is located in woj.kuj.-pom., in the secular district. The constructed bicycle road is located outside the built-up area and is run outside the outline of the existing roadside of the district road at a minimum distance of 1.0m from the edge of the bituminous roadway. As part of the investment, it is planned to build: a bicycling road with bituminous surface, slopes with a surface of red concrete cube, a culvert from prefabricated pipes ended with front walls, access to the property from the grey concrete cube and altitude ratio of existing surfaces from the cube, fortification of the terrain and slopes with stone pavement and prefabricated retaining wall, making a stone cube band surface along retaining walls, felling trees and shrubs, making greenery in the form of husking the terrain with sowing grass, changing the permanent organization of traffic. On the section of about 123m, a retaining wall of prefabricated elements was designed. The frame of the bicycle road was designed from the concrete edges of 8x30 cm on a concrete bench with resistance, maintaining the continuity of its course through the slopes. The bicycle road and access to the property from the green side were framed equally with the designed surface. Rainwater and meltwater, thanks to longitudinal and transverse drops, will be drained surfaceally in an unorganized manner to adjacent green areas within the boundary of the existing road lane of the district road. There will be a change in the organization of the movement. Bicycle road markings will be introduced - vertical markings in the form of C-13 and C-13a (end and beginning of the bicycle road), horizontal P-23 and warning signs A-24, protective barriers. The applicant has the project documentation and the decision to authorise the implementation of road investment No 4/2024 of 22/05/2024. The right to dispose of plots of land on the basis of the Agreement with the Świecki District of 26.07.2023 and on the basis of Article 20a of the Act of 10.04.2003 on special rules for the preparation and realisation of investments in the field of public roads and ownership of the Municipality. Promotional activities are planned: description of the Project on the Beneficiary's website and social media (free), 2 information boards (cost). Promotion activities and documents related to the implementation will be marked with the sign of European Funds for Kujawy and Pomerania 2021-2027, the colours of the Republic of Poland, the EU sign and the coat of arms of the voivodeship. The project fits into project types and target groups: the development of cycling, including the construction of cycling roads, and is aimed at the inhabitants of the Kujawsko-Pomorskie region. Specific objective: Fostering sustainable multimodal urban mobility as part of the transition to a low-carbon economy. The main goal is to improve air quality by reducing emissions of pollutants and gases of anthropogenic origin through activities in the field of developing infrastructure conducive to the use of ecological means of transport, creating a coherent network of bicycle paths in the Municipality and, in a broader perspective, the Project is activities related to closing gaps in the existing network of bicycle infrastructure in the voivodship. The implementation of the above-mentioned project will contribute to the continuation of investments related to the construction of bicycle paths throughout the Municipality. The project will result in the creation of a publicly accessible infrastructure with a year-round useful life – a cycle path, which will enable the development of alternative forms of transport to motorised transport. Cycling is becoming more and more popular and the planned project, combined with existing and planned cycle paths, will lead to a unified cycle path system.
