The subject of the project is the purchase of 5 electric multiple units (ETUs) for the operation of public passenger transport in the Kujawsko-Pomorskie voivodship within the meaning of the Act of 16 December 2010 on public transport (Journal of Laws No. Journal of Laws 2023, item 2778). Completed, ongoing and planned infrastructure investments on the railway network in the Kujawsko-Pomorskie Voivodeship have significantly increased the technical parameters of the line. The design characteristics of the rolling stock currently used by operators do not allow full use to be made of the effects of routing modernisation. As a result, despite increasing the speed and capacity of railway lines, the quality of service remains unchanged. In addition, the rolling stock currently in use is mostly not adapted to the needs of persons with reduced mobility and is not equipped with solutions that increase passenger safety and travel comfort. In the case of electric traction, most of the rolling stock is currently provided by POLREGIO S.A., which has a large part of unmodernized EN57 series Electric Traction Units and derivatives, offering a low standard of travel (no air conditioning, high noise level, limited accessibility for people with limited mobility), with low operating parameters (low acceleration, maximum speed of 110 km/h). In view of the limited competitiveness on the market of entities providing services in the PSC (Public Service Community) segment of passenger rail transport and the dependence of rolling stock in principle on one entity with a majority of fleet with low technical and operational parameters, the purchase of modern rolling stock for public rail transport connections will certainly contribute to: - increasing the operating speed of vehicles in passenger traffic to 160 km/h, which will reduce journey times, - adapting vehicles to serve people with reduced mobility, - increasing the comfort of travel thanks to the use of air-conditioning systems for passenger compartments and modern technology solutions providing comprehensive and direct information for travellers and access to the Internet (in accordance with criterion C.4 Increasing the comfort of travel), - ensuring the possibility of comfortable and safe transport of bicycles thanks to an ergonomically designed passenger space equipped with bicycle racks (C.4 Increasing the comfort of travel).The implementation of the project will have a positive impact on the increase in the importance of rail transport in the transport system of the Kujawsko-Pomorskie Voivodeship (C.5 Quality effects of the project implementation) and thus contribute to: - capacity increase; - saving the costs of operating and maintaining the rolling stock. The aim of the project is to reduce transport exclusion – its implementation will change the structure of transport from individual car to collective and low-emission and increase the economic, social and territorial cohesion of the region. The project will be in line with specific objective 3.ii Developing and improving sustainable, climate-resilient, smart and intermodal mobility at national, regional and local level, including improving access to TEN-T and cross-border mobility. On 20 October 2023, a call for tenders was launched for the selection of the contractor for the task of purchasing rolling stock (criterion A.5 Technical readiness of the project). The project provides for the implementation of the following tasks: - elaboration of a feasibility study; - purchase of rolling stock; - expert service - acceptance of rolling stock technology; - project management (within indirect costs); - promotion of the project - logotypes on documents and materials, description of the project on the website, in the social media, information board, stickers on rolling stock, (description in SW p. 2.3). The applicant has so far prepared a feasibility study and launched a tender for the supply of rolling stock.
