Construction of the second stage of the Mogilna bypass

Projekt stanowi II etap inwestycji, której I etap został ukończony w 2013 r. Zakończenie opisywanego przedsięwzięcia pozwoli na osiągnięcie pełnej funkcjonalności układu drogowego w ciągu DW 254. The main objective of the investment is to reduce the negative impact of road traffic on the lives of the inhabitants of Mogilno, to liquefy and improve traffic safety in the context of crossings on DW 254 and to prevent further degradation of infrastructure. Currently, the DW 254 running through Mogilno during the 900th anniversary and Benedyktyńska streets is a heavily loaded artery characterized by a traffic volume of 12,425 vehicles (average daily annual traffic according to the General Traffic Measurement 2020/21). It should be noted that, starting from the results of measurements published under GPR 2010, a significant increase in vehicle intensity has been observed (from 9 751 capacity/day to 12 425 capacity/day, an increase of 27%). Such a strong load on the road system significantly strengthens the negative impact in the form of pollutant emissions (mainly carbon dioxide, carbon monoxide, nitrogen oxides, sulphur dioxide, benzene as well as dust and heavy metals) and noise. In addition, due to the scale of traffic, many dangerous situations are observed, a total of 220 road incidents were detected on section DW 254 between 2018 and 2021. The last conditions affecting the need to implement the described investment are expected - traffic liquefaction and reduction of the rate of infrastructure degradation, both in the course of the future old road and the new course of bypassing the city of Mogilna. A significant problem is also the difficulty in accessing the external communication system and the inability to handle the increasing traffic of vehicles. Road No 254 ensures that the region is connected to the external transport system (the road is connected to national road No 15, which in turn connects to the A2 motorway). The described task, as the second stage of the investment, will allow the completion of the entire Mogilna bypass. The project will improve traffic within the district city of Mogilno, which will have a positive impact on the duration of public transport, but will not be implemented as part of the SUMP. Mogilno is located at a distance providing access by public transport to Bydgoszcz in less than 60 minutes. The designed bypass will have a length of 1,494 m with a load capacity of 11.5 t/axle. The project has a positive impact on the policy of equal opportunities and non-discrimination, including accessibility for persons with disabilities set out in Article 9 of Regulation 2021/1060. All products of the project will be available to all persons, regardless of gender, age, disability, race or ethnic origin, religion or belief, sexual orientation, on a non-discriminatory basis. The project’s outputs will also be tailored to the identified needs of persons with disabilities. The project is prepared taking into account the concept of universal rule-based design in accordance with the ‘Guidelines for the implementation of equality principles in the framework of EU funds for 2021-2027’, including Annex 2 to these Guidelines: Accessibility standards for cohesion policy 2021-2027.The project also assumes carrying out promotional and information activities, including through websites using, among others, appropriate contrast and font magnification – WCAG 2.1 requirements. AA. The project has a positive impact on the policy of equal opportunities for women and men. All people, regardless of gender, will be able to use the infrastructure covered by the project on an equal basis. The policy of equal opportunities will be respected from the moment of creating the project concept and application document to the stage of its implementation, also as part of information and promotional activities.
