Reconstruction along with the extension of the provincial road No. 254 Brzoza-Łabiszyn-Barcin-Mogilno-Wylatowo (section Brzoza-Barcin). Section II from km 13+280 to km 22+400-phase II.

The main objective of the investment is to increase the transport accessibility of the southern part of the Kujawsko-Pomorskie voivodship, improve safety and reduce the negative impact of traffic on the natural environment and the quality of life of residents adjacent to the town's road. Currently, section DW 254 between Brzoza and Barcin is a key element of the regional road network in line with the Kujawsko-Pomorskie Development Strategy. The line runs north-south, connecting DK 15 and DK 25, communicating the southern and central parts of the region, especially in the context of access to the provincial capitals of Bydgoszcz and Toruń. The section planned for reconstruction is characterized by a significant load in terms of traffic volume. According to measurements from 2020/21, on the section BRZOZA /DK25/ - BARCIN /DW254/, the average daily traffic amounted to 5,780 vehicles, of which 1,611 belong to the group of trucks (28%). Such a large share of heavy traffic is exacerbated by negative effects in the form of pollutant emissions (mainly carbon dioxide, carbon monoxide, nitrogen oxides, sulphur dioxide, benzene as well as dust and heavy metals), noise and excessive infrastructure consumption. It should be noted that compared to the 2015 measurements, there was a significant overall increase in traffic of 14%. In addition, due to the scale of traffic, many dangerous situations are observed, in total, 303 road events were detected on section DW 254 between 2018 and 2021. The described task will clearly improve the possibilities of running traffic along the provincial road No. 254, especially due to the planned increase in load capacity parameters to 115 kN/axle. The project complies with the principle of equal opportunities and non-discrimination; it is assumed that the investment will be prepared taking into account the guidelines set out in Annex 2 to the ‘Guidelines for the implementation of equality principles in EU funds for 2021-2027’ and the ‘universal design’ resulting from the ‘Convention on the Rights of Persons with Disabilities’, in particular by applying appropriate solutions in the area of pedestrian infrastructure. The project has a positive impact on the principle of equality between women and men set out in Article 9 of Regulation 2021/1060. All products of the project will be available to all persons, regardless of gender, age, disability, race or ethnic origin, religion or belief, sexual orientation, on a non-discriminatory basis. Due to the threat of timely completion of the project in the 2014-2020 financial perspective, the project was sent for phase-out in the light of recital 93 and Articles 118 and 118a of Regulation (EU) 2021/1060 of the European Parliament and of the Council of 24 June 2021 and Regulation (EU) 2022/2039 of the European Parliament of 19 October 2022 (FAST CARE). The project is implemented in two phases: The first phase of implementation is financed from the 2014-2020 perspective. The current proposal includes funding for Phase II of the above-mentioned project. More information on the phased project can be found in Annex 14. As part of the promotional activities, the following are planned: 1. Information boards – the main means of communicating the funding received at the place where the project was actually carried out. 2. Organising an event or information and promotion activity at an important moment in the implementation of the project. 3. Other promotional activities, including social media and regional media. The obligation to implement information and promotion measures arises from the provisions of the ‘Guidelines on information and promotion of the European Funds for 2021-2027’. The project has been granted a permit for the implementation of a road investment: 1. ZRID Decision No 5/2023 of 28 June 2023, which became final on 4 August 2023. 2.
