The project involves construction works consisting in the revitalisation of the archery track, including the construction of sidewalks and a shooting shelter on plot No 33/2 in Dobrcz. As part of the implementation of the project, it is assumed that a construction process will be carried out, resulting in the need to carry out construction works under investor supervision. The main goal of the project is to improve the quality of life and strengthen the social ties of the inhabitants of the Dobrcz Commune and restore the attractiveness of the destroyed public space, its aestheticization and giving functional qualities that facilitate contact with nature and people. This project assumes the creation of a place of rest, recreation and integration of residents integrated with the surroundings. The project will positively affect the revitalization of degraded areas by aestheticizing public space and counteracting spatial chaos. As part of the investment, four tasks are planned: 1. Construction work: renovation of the archery track and shooting shelter with its partial demolition and reconstruction into a social and sports building with internal and external technical infrastructure. In addition, demolition works, sowing grass and planting trees during the event opening the public space were planned. 2. Investor supervision - as part of the task, Investor supervision will be carried out in accordance with the provisions of construction law. Investor supervision will supervise the course of works and their compliance with the principles of construction law. The task will be carried out at the same time as the construction works. 3. Project management - in order to efficiently manage the project and its implementation in accordance with the assumptions, the involvement of the project team is planned. 4. Information and promotion activities - The applicant will also fulfil information and promotion obligations, including those related to informing the public about the co-financing of the project by the European Union. An information board will be placed at the project implementation site. Information about the project will also be available on the Applicant's website, social networks and information services. At the end of the project, a ceremonial opening of the reconstructed public space is planned. All promotional activities will be visibly marked with the sign of the European Funds, the sign of the colours of the Republic of Poland (in full colour) and the sign of the European Union and the coat of arms of the Kujawsko-Pomorskie Voivodeship. The project is technically, financially and economically feasible and will bring significant societal benefits. Municipality of Dobrcz to dispose of land/objects for investment purposes on the basis of ownership rights. The investment has full technical readiness for implementation. The necessary design and technical documentation has been developed for the project. A building permit was obtained for the project – Decision No 1068/2023 (letter ref. WB.6740.938.2023, register No 46133/2023) issued by Starosta Bydgoskiego on 12.12.2023. The project complies with the Standards for shaping spatial governance in Kujawsko-Pomorskie Province – a positive opinion was obtained from the Kujawsko-Pomorskie Office for Spatial and Regional Planning. In addition, on 25.10.2023, a certificate of the body responsible for monitoring NATURA 2000 areas issued by the Regional Directorate for Environmental Protection in Bydgoszcz was obtained for the investment. The project has a positive impact on equal opportunities policies for women and men and demonstrates compliance with equal opportunities and non-discrimination policies, including accessibility for persons with disabilities.
