Adaptation of the old kindergarten to the library

The subject of the project is the adaptation of the pre-school part of the building (w. 447.20 m2) for the statutory activities of the Municipal Public Library. The building currently serves as a kindergarten and residential building. Evid. 637 is also a garage building, and the plot is armed with a water supply, sewage, telecommunications, gas and electricity connection. The investment does not include the modernisation of external installations. The area covered by the project is fenced, there are hardening and low greenery. The scope of the project includes: 1. Construction work for which provision is made for: - thermomodernization works involving insulation of external walls along with replacement of sheet metal treatments and replacement of roofing material along with insulation, replacement of gutters, pipes, walling of chimneys along with the installation of 3 roof windows. This part of the investment concerning the whole building (overall area: 954,79m2), but expenditure on the lower part and the ground floor of the upper building, adapted for the library, i.e. 46,84% of the building's total area, is eligible. 53.16% was included in the ineligible costs, which corresponds to the share of the living area in the total area of the building. - works related to the adaptation/reconstruction and change of use of part of the ground floor rooms (usage area 305,58m2) and attic (usage area 71,39m2) for cultural activities. The works will include the reconstruction of the entrance to the library part from the western side of the building along with the construction of an external staircase and a driveway for people with disabilities and a place for storing waste. A new staircase has been designed, adapted to user safety standards and fire regulations. The functional layout of the rooms in the ground floor and attic part will be changed, including by demolition and putting up new partitions, carrying out finishing works together with the modernization of internal fittings in the adapted part, including sanitary fittings (water supply, sewage, ventilation and air conditioning) and electrical.No new plantings and small architecture are designed. 2. Investor supervision carried out in parallel with construction works, aimed at securing the correctness of the works carried out. 15.55% of the value of the task was included in the ineligible editions, which results from the proportional allocation of the costs of construction works as ineligible. 3. Purchase of equipment, including elements of furniture necessary for conducting library activities and education and popularization of reading, along with office equipment and equipment to support the institution, as well as IT equipment and equipment, household appliances for social facilities. The project has not started. The investment demonstrates full formal and legal readiness for implementation - the Applicant is the owner of the real estate. 637 and 682/10. For the entire scope, a design document has been prepared, which is the basis for issuing the permit - dec. No CEKC.41.2022 of 7 June 2022 issued by Starosta Tucholski and the provisions of the Provincial Police Headquarters. Conservator of Monuments No WZN 557/2022 of 16 May 2022. The applicant will conduct proceedings for the selection of contractors for tasks under the Public Procurement Act. As part of the project, it will carry out information and promotion activities at no cost, including: - marking the project documentation using FE logotypes, - placing an information and promotion poster at the place of implementation, - posting information and funding obtained on the website. Cekcyn Commune and on the social media profile of the Commune, which will be updated as the implementation progresses. The project is in accordance with the principle of equal opportunities and non-discrimination, as set out in Article 9 of Regulation 2021/1060, including all project products are available to people with special needs and with the principle of equal opportunities K and M. The project is in accordance with the principle of universal design and accessibility standards (architectural, digital and information and promotion).
