Reconstruction of buildings and renovation at ul. M.Skłodowska-Curie 27/29 in Toruń for the purpose of establishing a Regional Support and Care Centre for people with disabilities.

The project will invest in social infrastructure, in accordance with the principle of deinstitutionalisation, contributing to the improvement of accessibility and quality of services provided. The applicant carried out an analysis based on the available data and reports confirming the need for infrastructure for services provided in the local community. Services planned to be implemented as part of the infrastructure supported by the Project will fit into the definition of services provided in the local community by preventing the isolation of people from their families and the local community. Buildings 2 and 3, located in the Skłodowska-Curie 27/29 building complex in Toruń, will undergo comprehensive construction works. Unfortunately, these facilities are over 100 years old and have not undergone any renovations or modernizations for many years. As a result, they currently do not meet any requirements for public facilities intended to provide social and health services. They are not adapted to the needs of people with disabilities, do not have proper communication and adaptations, such as a lift, installations are outdated, emergency and do not guarantee the proper functioning of the Regional Support and Care Center for people with disabilities. The following adaptation works will be carried out in the buildings indicated: 1. Construction of an elevator for people with disabilities 2. Replacement of wall, floor and ceiling cladding 3. Replacement of window and door joinery 4. Execution of new sanitary installations (water-water, fire, air-conditioning and ventilation) 5. Execution of new electrical installations 6. Execution of insulation from the outside of the building using the BSO method (building No. 2) and execution of insulation from the inside of the building (building No. 3) 7. Execution of video monitoring, audio-video and TV installations, fire alarm 8. The necessary furniture and equipment will be purchased. The applicant has also planned information and promotion activities, under which it will implement all activities resulting from the communication obligations of FE beneficiaries, in terms of: - posting on the Beneficiary's official website and on social media, a short description of the project containing, inter alia: basic information, flags of the EU, the Republic of Poland, etc., tasks, effects, value of the project, amount of contribution, etc., - placing the FE mark, colours of the Republic of Poland and the EU mark in a visible way on all information and promotion activities carried out, documents, etc., - placing a permanent information board at the place of project implementation. Promotional activities will be borne by indirect costs in the project. In addition, preparatory actions have already been carried out for the smooth implementation of the project, including: preparing a construction project, obtaining a building permit, obtaining the necessary design documents such as a NATURA 2000 certificate, documentation related to environmental proceedings, an ornithological and chiropterological opinion and a certificate from the Kujawsko-Pomorskie Office for Spatial and Regional Planning on compliance with the principles and standards of shaping spatial order in the Kujawsko-Pomorskie Voivodeship. The implementation of all works in the project is planned until 31 December 2024 and, according to the project budget, the total cost of the investment is PLN 22 395 309.58, the amount of eligible expenditure is set at PLN 22 038 801.95 and co-financing at PLN 20 936 861.84. The project will be co-financed in 85% from the European Regional Development Fund under the European Funds for Kujawy and Pomerania 2021-2027 and in 10% from the state budget.
