The investment project consists in improving the quality of medical services provided by the Provincial Specialist Hospital in Włocławek through the construction of new infrastructure with medical equipment - the B4 building and the B4A connector with connection installations. The buildings include architectural solutions aimed at creating a safe patient-friendly space with modern functionality, facilitating the movement of patients, in particular the elderly, the disabled. Under the 2014-2020 financial perspective, the B4 and B4A buildings were erected in the raw state, along with the construction of underground installations and oxygen and trafostation plants. The total expenditure on activities implemented in the first phase of the project amounts to PLN 113 296 677.42, including indirect costs incurred by the beneficiary. At the project implementation stage, there were obstacles affecting the timely implementation of the investment independent of the beneficiary, and the K-P Provincial Executive decided to apply the phase-out procedure for the project. It meant splitting the project between two programming periods, i.e. 2014-2020 - 1st phase and 2021-2027 - 2nd phase. Both phases are not stand-alone projects, they constitute a functional whole of the investment. The implementation of Phase I was completed and settled in 2023 and the expenditure incurred was reimbursed. Phase II under criterion B.3 is a separate financial part of the investment, the EU contribution was approved by Commission Decision CCI 2020PL16RFMP008 of 22.07.2024 approving the financial contribution. As part of the project phase, the completion of the treatment building B4 and B4A is planned. The scope of work to be carried out includes two tasks, i.e.: 1. construction works: finishing the architecture of the facility, making radiological shields, making internal sanitary installations (ventilation, air conditioning, water supply, sewerage, central heating, process heat, ice water installation), internal installation of medical gases, airport technology, electrical, teletechnical, BMS installation, making a hospital concierge, 2. purchase and assembly of medical technology and equipment. Hospital units will be located in the building (order by location on individual floors of the building): 1. hospital pharmacy, central sterilization, waste expedition point, cloakrooms, warehouses, supply department, technical rooms; 2. Hospital Emergency Unit, Anaesthesiology and Intensive Care Unit, Admissions/Registration Room, 3rd Neonatology Unit, Birth Block, Obstetrics and Gynecology Unit – Obstetrics Section, Pregnancy Pathology Section; 4. general surgery department with sub-divisions, orthopedics and traumatology department, endoscopy laboratory; 5. main operating block, neurosurgery department; 6th heliport for LPR helicopters. The expenditure incurred in setting up the LPR helicopter aerodrome in the B4 SOR building is ineligible. The completed structure of architectural connections will enable the creation of the so-called "College of Architecture". "hot platform" - functionally connected SOR, OAiIT, GBO branches with access roads, aerodrome to minimize patient service time. Project implemented in partnership with KPIM sp. z o.o. Information and promotion activities: information on the beneficiary’s website about the implementation of the project, its individual milestones, a press conference inaugurating the start of the project, the placement of information boards in the area owned by the beneficiary, marking of company paper with information about the support from the FEdKP 2021-202, dedicated reports conducted on social profiles run by the beneficiary; periodic press releases, press conferences, opening ceremony of the implemented project, organisation of an information event on the project with the participation of representatives of the Commission and the MA, participation in events organised by the Kujawsko-Pomorskie Voivodeship.
