Financing the employment costs of staff involved in the operation of the regional programme European Funds for Kujawy and Pomerania in 2024

The implementation of the tasks under Action 10.1 in 2024 and 2025 aims to ensure an appropriate level of employment for staff with the right qualifications, ensure transparent career paths and the development of professional competences, promote flexible forms of work. The funds dedicated to this Action are also intended to support processes in the field of wage costs for the regional programme European Funds for Kujawy and Pomerania for 2021-2027 (FEdKP for 2021-2027). Three actors are involved in the implementation of technical assistance: The Marshal's Office of the Kujawsko-Pomorskie Voivodeship as the Managing Authority - MA, the Provincial Labour Office in Toruń - Intermediate Body - IB WUP and the City of Bydgoszcz, representing the Union of Integrated Territorial Investments in the Bydgoszcz Functional Area - Intermediate Body - IB ZIT for the FEdKP for 2021-2027. Staff salaries, including bonuses, prizes, additional annual salaries and other gratuities will be paid in accordance with the applicable internal rules in each of the entities participating in the project and in accordance with the Description of the management and control system of the regional programme European Funds for Kujawy and Pomerania 2021-2027. The scope of the tasks performed will be determined by the scope of activities of individual employees or other equivalent documents. The eligibility of expenditure, as well as its amount, will be based on the "Guidelines on the use of technical assistance measures for 2021-2027" and the "Guidelines on the eligibility of expenditure for 2021-2027". Monitoring of material progress will be carried out using the output indicator entitled: The average annual number of posts financed by Technical Assistance, which for the entities involved in the implementation of the project has been set at the following levels: MA - 2024 - 4800 posts (average annual number of posts financed from Technical Assistance - 400), 2025 - 1500 posts (average annual number of posts financed from Technical Assistance - 125), IB RLO - 2024 - 316,8 posts (average annual number of posts financed from Technical Assistance - 26,4), IB ZIT - 2024 - 156 posts (average annual number of posts financed from Technical Assistance - 13). From 1 January 2025, expenditure on salaries will be borne by the IB WUP and the IB ZIT under the ERDF fund. The MA’s posts provided for funding for the functioning of the Ombudsman for European Funds and the Coordinator for the Charter of Fundamental Rights and Equality Principles. Work is also planned to start to prepare a human resources management strategy. This process will start after obtaining the consent of the Kujawsko-Pomorskie Voivodeship Board. I declare that all expenditure included in the WOD for the remuneration of staff complies with the provisions of Chapter 2 of the Guidelines on the use of technical assistance for 2021-2027 and corresponds 100% to the financing of the activities necessary for the effective management and use of the funds. I would also like to inform you that the value of the indicator ‘Average number of posts financed by Technical Assistance’ was calculated using the methodology indicated in Table 1, Chapter 6 of the above-mentioned Regulation. Guidelines. As part of the project promotion, an information board will be placed on the implementation of the project (no-cost activity).
