The project will be implemented under Measure 10.1, and the funds dedicated to this Action are to serve the processes in the field of management of the regional programme European Funds for Kujawy and Pomerania (FEdKP), its implementation, project selection, monitoring, reporting, evaluation, control, certification and servicing Monitoring Committees and working groups. As part of the project, expenses were planned, among others, to ensure an appropriate standard and working environment, enabling employees to properly perform the tasks entrusted by securing the appropriate technical and organizational facilities, including appropriate office, archiving and storage space that meets the principles of health and safety (rental of space, renovation and space maintenance costs), equipping workplaces with computer equipment, purchase of modern software and licenses, office materials and office equipment. In addition, employees will have the opportunity to improve their professional qualifications as part of various forms of further training, i.e.: courses, trainings, workshops and seminars, both internal and external. It is also planned to carry out evaluation studies to improve the quality of the design and implementation of the Programme, as well as to analyse its effectiveness and efficiency, to carry out specialist expert opinions, evaluations and legal opinions, which will be commissioned in the process of substantive evaluation of proposals and at the stage of preparation, settlement and control of expenditure, to organise and support the work of the Monitoring Committee, working groups and other advisory bodies. The expenditure will also cover the costs of the evaluation committee. The computer equipment planned for purchase will be focused on higher energy efficiency, and the materials intended for the implementation of tasks will be used in an economic and responsible manner with respect for natural resources and work ergonomics. Three actors are involved in the implementation of technical assistance: The Marshal's Office of the Kujawsko-Pomorskie Voivodeship as the Managing Authority of the MA, the Provincial Labour Office in Toruń - Intermediate Body of the IB WUP and the City of Bydgoszcz, representing the Union of Integrated Territorial Investments of the Bydgoszcz Functional Area - Intermediate Body of the IB ZIT for the FEdKP. Eligibility of expenditure, including fees related to support for the functioning of the institution, as well as their amount of eligibility will be carried out on the basis of the "Guidelines on the use of technical assistance measures for 2021-2027" and the "Guidelines on the eligibility of expenditure for 2021-2027". The maximum number of posts that can be financed under the FEdKP for the MA, the IB RLO and the IB ZIT is specified in the Description of the management and control system of the FEdKP 2021-2027 regional programme (in 2024, the indicator 'Average number of posts financed from Technical Assistance' was agreed at 439.40 posts). The project also included expenditure for the October-December 2023 accounting period, the payment of which falls in January 2024, for which the basis for calculating the number of posts will be the Description of the Functions and Procedures of the Institutions Implementing the Kujawsko-Pomorskie Regional Operational Programme 2014-2020. The monitoring of material progress will be carried out using 6 output indicators, which in 2024 were defined at the following levels: "Number of meetings of committees, networks of groups and other meetings to exchange experiences with partners" - 19 meetings, "Number of supported projects" - no support for projects is foreseen in 2024, "Number of evaluations carried out" - 3 evaluations, "Number of participants in training forms for institutions" - 483 pers., "Number of grants awarded for projects strengthening the potential of beneficiaries" - 0 grants, "Number of computers purchased" - 30 pcs. As part of the project promotion, an information board will be placed on the implementation of the project (no-cost activity).
