Development of e-services in Lubuskie Voivodship - SOC

This project is one of the projects planned to be implemented by the Lubuskie Voivodeship as part of the project entitled: Development of e-services in Lubuskie Voivodship. This task was included as an operation of strategic importance and was included in Annex 3 to the European Funds for Lubuskie programme 21-27 under item 3 and was included in the Programme Contract. The project which is the subject of this application is intended to be co-financed on a non-competitive basis under measure FELB.01.02 Digital Lubuskie – Grants. The aim of the action is to reap the benefits of digitalisation for citizens, businesses, research organisations and public institutions. As part of the action, projects will be implemented, among others, in the field of digitization of the activities of public institutions at regional and local level, including the use of modern information and communication technologies, development of e-services or information systems of regional and local scope, digitization of public resources held by these institutions, projects consisting in building, updating, improving the quality of databases. An important part of the activities are also projects in the field of cybersecurity development, i.e. strengthening the security of providing created e-services or maintained IT systems of regional and local scope. The investment complies with the project type set out in SzOOP FEWL 21-27 – TYPE I Digital transformation of e-Government and public digital services. The implementation of the project is part of the scope of support under the above-mentioned action and aims to increase security: infrastructure, information and processes by strengthening the resilience of UMWL units together with public administration entities and their ability to effectively prevent, detect and respond to ICT security incidents. The Lubuskie Voivodeship project is a response to the increasing number of attacks against the above-mentioned entities and has been divided into implementation stages, which will ultimately lead to the creation of a uniform, secure and cyber-resistant ICT environment in the Lubuskie Voivodeship. The aim of the project is to create a regional Security Operations Centre (SOC). Security Operations Center) strengthening the security of the provision of implemented and new e-services and IT systems in the Lubuskie Voivodship, as well as the development of a secure regional IT infrastructure implemented as part of the project ‘Lubuskie Centrum Kompetencji Cyfrowych i Services Shared – Data Center’. The SOC is also to play an important role in building regional competences in the field of cybersecurity, constituting a personnel base of specialists ready to educate and train employees of units. The project envisages the implementation of the following tasks, i.e. Task 1. Delivery and commissioning of SOC elements - delivery and implementation of the SIEM/SOAR solution - Delivery and implementation of the XDR solution - Delivery and implementation of the UTM solution with the IPS/IDS module - Delivery and implementation of log servers - Configuration review - audit - Operation and management of the created SOC infrastructure - Training for personnel Task 2. Compliance of the project with the principles of equal opportunities and non-discrimination Task 3. Indirect costs - preparatory work - appointment of a Contract Engineer - promotion of the project consisting in: • information on the website of the Applicant and the entities participating in the project • marking the documentation created under the project with the signs of the European and EU Funds, the colours of the Republic of Poland and the Lubuskie brand mark • Information board, which will then be exchanged for a commemorative plaque • Promotional posters of the A3 format in all locations of the project • Organisation of three conferences/events promoting the project - after the start of the implementation, after the selection of the General Contractor and after the completion of the material implementation.
