Construction of a model passive office building - stage 1

The axis of the project is the construction of a passive building, which will be one of the seats of the Marshal's Office of the Lubuskie Voivodeship. At the same time, it should be emphasized that a passive building is understood as a building that meets the requirements referred to in the project evaluation criteria FEWL 21-27 for measure 2.1 (type IV of the project, specific criterion allowing no. 2 - Passive nature of the project), i.e. a building for which the value of the primary energy indicator (EP) determining the annual calculated demand for non-renewable primary energy for heating, ventilation, cooling and domestic hot water preparation, as well as for built-in lighting, is less than 15 kWh / (m2 x year). It should also be noted that the vast majority of the material scope of the investment described below is necessary to ensure the possibility of functioning of the passive building planned for construction. This means that the material scope of the investment includes not only the costs of construction works directly related to the construction of a passive building, but also a certain range of ancillary elements (e.g. land development, construction of parking lots, access road, external installations, purchase of equipment), which are necessary for the proper functioning of the facility. Not all of them directly contribute to ensuring the passive character of the building, but each of them is necessary for the planned building to be usable (e.g. car parks, access road or equipment will not directly decide or co-decide on the passive character of the building, but it is difficult to imagine that the building can perform its functions without their implementation). The other elements of the material scope of the investment result from the planned co-financing under FEWL 21-27. For the implementation of all the tasks presented below, the Contractors/Suppliers have been or will be selected (within the scope of those tasks where there are no signed contracts) in a competitive manner specified in the Public Procurement Act and based on the Guidelines on the eligibility of expenditure for 2021-2027. The implementation of the proceedings is carried out by the Applicant’s team – a specialised organisational unit in the Marshal’s Office – at no cost. When describing the material scope of the investment, the individual elements included in its composition are grouped as follows: Activity 1 Project preparation Activity 2 Project implementation Activity 3 Project implementation Task 1 provides for the scope of: 1. Purchase of real estate - This is a property located in the city of Zielona Góra, in the Nowe Miasto district, in the Nowy Kisielin parish, plot No. 15/86 located within 0055 Nowy Kisielin, in the registration unit 086201_1 Zielona Góra. 2. Obtaining permission to conduct archaeological research. 3. Technical documentation – design and build contract element. 4. Archaeological research – design and build contract element. Task 2 provides for the following scope: 1. Construction works – design and build contract element. Characteristic parameters of the building: - Net area: 3 487.01 m2. - Usable area: 2 227.93 m2. - Service area: 224.67 m2. - Traffic area: 1 034.41 m2. 2. Equipment – design and build contract element. Task 3 provides for the following scope: 1. Investor supervision (contract engineer). 2. Promotion of the project in the form of: documentation markings, information on the website, information and commemorative plaque, information poster, audiovisual screen and promotional spot. The project is in progress. On the basis of tender procedure No DA.III.2721.1.15.2022, the Contractor was selected in the design and build mode – NEW CONSTRUCTION CONCEPT spółka z o. o. The Contractor of copyright supervision – Komplet Inwest Granops Prażanowski spółka komandytowa was also selected. Duration of the project: Q2 2021 - Q2 2025.
