Construction of the Hall of Fame bypass - Stage II

The project involves the construction of the Sława bypass (Stage II) along provincial road No 278. The task will be carried out in the "design and build" formula. As part of the project, a class G road with a load capacity of 11.5 tonnes/axle with a length of 5.13 km will be built. The project implements Policy Objective CP3 A better connected Europe through increased mobility Specific Objective FELB.04.01 Road infrastructure ERDF/FS.CP3.II The aim of the project is to develop sustainable mobility based on regional road infrastructure, improving traffic conditions on roads, including increasing traffic safety, increasing the mobility of residents (facilitating access to the labour market, social, cultural services or education). This investment is of strategic importance for the improvement of traffic conditions and further development of the region through: -convenient intra-regional connection, -favorable connection of the region with the network of higher category roads (A2 motorway via S3), -improving the regional and local transport system, tourism and economic, -improving communication conditions, -exiting transit traffic beyond m. Sława, -reducing noise, -increasing travel comfort, -will promote the performance of public transport services of public interest, which will increase the number of users of the rebuilt infrastructure. -will directly contribute to the competitiveness of the region by improving the accessibility of road infrastructure, which will also have a positive impact on the functioning of economic activity. It is assumed that the following tasks will be carried out: 1.Program concept-developed design concept for the investment together with the selection of the optimal variant of the bypass route. 2.Feasibility Study-Developed Feasibility Study and Application Application. 3.Promotion of the project The project assumes carrying out promotional and information activities, including information boards, organizing an event or infor.-promotion activity at an important moment of the project implementation and other promotional activities, including social media and regional media. Documents related to the project will have signs: FE, colours of the Republic of Poland and the EU and the official promotional logo of the province. The planned promotional activities will be in accordance with the provisions of the Guidelines on information and promotion of European Funds for 2021-2027. 4. The task will be carried out in the "design and build" formula, it includes the design and construction of the bypass of the town of Sława, which is a bypass of the town from the north and east, the new route DW278 is carried out from the eastern inlet to the town of Sława, further on the northern side of the town, until it is included in the existing section DW278 located outside the town of Lubogoszcz. As part of the task, the Contractor, selected in accordance with the provisions of the Public Procurement Law, will be obliged to perform the necessary design and construction works that will enable the proper functioning of the road, in accordance with the applicable law. The task includes: -Preparation of design studies enabling the implementation of the task and obtaining the necessary permits for the implementation of construction works. -Construction of works on the basis of the draft design document. Obtaining a decision on permission to use or other documents enabling use. 5. The task includes supervising the design and implementation of works and managing the contract under the name: ‘Construction of the Bypass of Fame – Stage II’. The Contract Engineer will supervise the course of design works and the implementation of construction works and their compliance with the design and the principles of technical knowledge. 6. The implementation of the project involves the acquisition of land for the planned bypass. Only the ZRID decision produces legal effects regarding the payment of compensation. In order to do so, it is necessary to conduct a compensation procedure and issue an appropriate decision by the Governor of Lubuskie Province. The project will be implemented by the Board of Provincial Roads in Zielona Góra.
