The subject matter is the purchase and supply from the selected manufacturer of six brand new electric (zero-emission) multiple units (ETUs) for the operation of rail passenger transport in regional traffic. The description of the subject-matter of the contract carried out in an open tender procedure contains a set of technical requirements for multiple units powered from the overhead contact line. The aim of the project is to improve the competitiveness of rail passenger transport by purchasing modern, reliable, fast and accessible for every rolling stock, enabling it to be included on particularly frequented lines, such as: Zielona Góra - Sulechów - Zbąszynek, Zielona Góra - Rzepin - Kostrzyn, Zielona Góra - Nowa Sól - Głogów, Rzepin - Świebodzin - Zbąszynek, and in connections to remote towns such as Poznań and Szczecin. The rolling stock purchased as part of the project will contribute to the development of the transport offer by replacing the outdated rolling stock units of the EN57 series currently owned by the operator with new ones with passenger facilities . The rolling stock purchased under the project will be: - emission-free, - energy-saving, i.e. it will use solutions that save electricity, including LED lighting (100% of equipment), braking energy recovery system, etc. - equipped with the ERTMS/ECTS system, - equipped with technologies enabling, among others, ongoing tracking of technical parameters, fault diagnosis and ensuring safety, as well as a passenger information system, - equipped with elements improving the comfort of passengers' travel (ergonomically designed passenger spaces, air-conditioning systems for passenger compartments, solutions ensuring comprehensive and direct information for travellers, Internet access, places for transporting bicycles, including solutions facilitating the boarding and disembarking of passengers). The rolling stock covered by the project will meet the requirements of the Technical Specifications for Interoperability (TSI), including the PRM TSI (Persons with reduced mobility). The vehicles will be intended for the operation of public passenger transport services by a public transport operator selected in accordance with Regulation (EC) No 1370/2007. The applicant concluded an agreement with the operator in December 2020, which is valid until 2030. After the expiry of this contract, it will be possible to make the purchased rolling stock available to other participants on the railway market on non-discriminatory terms. The financial advantage resulting from the co-financing of the rolling stock investment will be fully accounted for. The rolling stock covered by the project will improve the accessibility of rail transport in regional passenger transport (including for persons with reduced mobility and other disabilities) and will be an attractive alternative to road transport.
