New Horizons - Phase I (2024-2026)

The project aims at socio-occupational activation as well as integration of people and families at risk of poverty and social exclusion, including people with disabilities, homeless people, inactive people. Activation will take various forms, from educational, through social, professional, health. The project will be implemented in the area of all ZNOF communes (8 communes), in a partnership formula. The project leader will be the City of Zielona Góra/Center of Social Integration. The need for the project: The implementation of the project results from the diagnostic part of the ZNOF strategy and responds to the problems and challenges related to the phenomenon of social exclusion and the need for professional activation of certain groups of ZNOF residents. The strategic diagnosis carried out for the purposes of the strategy shows that ZNOF, as well as the Lubuskie Voivodeship or the entire country, are affected by adverse demographic phenomena, such as an ageing population, suburbanisation or a change in the family model, which may lead to significant problems in the social sphere. Both the growing phenomenon of population ageing and migration are conducive to the social exclusion of certain groups of residents, especially the elderly, foreigners and persons with disabilities. The unemployed, especially the long-term unemployed, as well as people in the homelessness crisis, which is often associated with long-term unemployment and other difficult life situations, are also particularly at risk of social exclusion. Although the number of unemployed persons in the ZNOF decreased by 47.0% between 2015 and 2021, there is a noticeable trend towards an increase in the share of long-term unemployed persons, who accounted for half of the unemployed persons registered in the ZNOF in 2021. In addition, a group of inactive people whose status results from retirement was diagnosed with the need for socio-professional support. According to the so-called "Silver economy", action should be taken to activate this social group. Due to these trends, it is crucial to take measures to reintegrate residents into employment, organise training and courses, and support in the process of retraining or acquiring new competences and skills, especially digital ones. The implementation of the project results from the directional part of the ZNOF Strategy, i.e. Strategic objective Objective 5. Development and improvement of the quality of social services, Direction of action 5.4. Strengthening social capital, as well as Strategic Objective 3. Increasing the economic potential of the ZNOF, orientation 3.1. Attractive job market in ZNOF. Complementarity: The integrated project is complementary to the ZNOF strategy, which focuses on shaping and supporting the key competences of children and young people and equal educational opportunities, which will also contribute to the prevention of social exclusion, which is the subject of activities under projects from this PZ. Effects of the project: It is assumed that as a result of the project, it will be possible to provide support to people at risk of social exclusion, which will contribute not only to increasing the level of integration of ZNOF residents, but also to improving their living situation, as well as preventing the phenomena of social pathologies. As a result, it will be possible to build a strong local community. The project is integrated. It is implemented in the area of 8 municipalities of ZNOF, its effects, as well as the products and services resulting from the project cover the hybrids of each of these municipalities. The project has a partnership formula. The entry in fields D1-D5 has been completed.
