Installation of RES equipment in the Biała Commune – stage II

The applicant in the project is the rural municipality of Biała, which, as a local government unit, meets the eligibility requirements resulting from the Specification of the European Funds for Łódź 2021-2027 Programme. The main objective of the project is to support the use of renewable energy sources for the production and storage of electricity and heat, in line with Directive (EU) 2018/2001, including its sustainability criteria, thereby supporting the achievement of the Union’s 2030 targets for energy and climate and the achievement of a climate-neutral economy of the Union by 2050 based on the Paris Agreement. The implemented umbrella scheme of the project will contribute to the transformation of social behaviour and accelerate the transition to a low-carbon, RES-based economy (implementing the provisions of the Paris Agreement). The specific objectives of the project are: - increase of renewable energy production by 2185,08 MWh/year for electricity and 4523,9409 MWh/year for heat (additional renewable energy production capacity: 4.3546 MW, which will achieve 4.89% of the target for 2029), - a reduction in emissions of pollutants into the atmosphere by 1384.6526 tonnes of CO2/year (59.17%), total dust by 3.6752 tonnes/year (95.86%), NOx by 2.9203 tonnes/year (72.74%). - improving air quality in the Biała Commune, Wieluń district, and due to the cross-border nature of low emissions also in other parts of the Łódzkie voivodship by replacing the use of energy from conventional energy sources (coal, gas, oil) with energy from RES. The material scope of the project includes the implementation of activities in accordance with: - Type 1: support for infrastructure for the production of electricity from renewable sources, together with energy storage facilities operating for RES in the scope of point (b) of installations using solar, geothermal, aerothermal, biomass and biogas energy. The scope of the project will include the design and construction works leading to the commissioning of 250 photovoltaic installations for residential buildings, with a total capacity of 1,60105 MW together with 79 energy storages with a total capacity of 0,622 MWh (warehouses are part of the project). - Type 2 (dominant): support for infrastructure for the production of heating or cooling from renewable sources. The scope of the project will include the design and construction of 123 heat pumps (for residential buildings) and 78 solar collector installations and 37 biomass boiler installations - with a total capacity of 2,75354 MW. - Type 3: support for infrastructure for the storage of heat or cold from renewable sources operating for a given RES source. The scope of the project will include the design and construction of 341 thermal energy storage facilities - with a total capacity of 2746.38 MWh. The generated energy will be used for own needs. The scope of the project will also include the preparation of the PFU and the application for co-financing, as well as the costs of supervision of construction works and indirect costs: information and promotion activities (promotional boards and stickers, creation of a website) and project management costs. The project is technically feasible, the technical solutions comply with the applicable legal standards, the principle of sustainable development and will include elements relating to the effects of climate change. The project will use TOPCON type N technology (innovative cells with a surface covered with additional layers of silicon), which is newer but less profitable than other, available and widely used and self-learning energy management system - described in the PFU and further parts of the proposal. The design uses mechanisms that take into account all users in accordance with the concept of universal design. The applicant has all the necessary documents to carry out the contract in the ‘design and build’ formula (PFU, ToR).
