Extension of provincial road No 704 on the section from km 18+398 to km 19+072 including demolition and construction of an engineering facility

The main objective of the project is to improve the quality and efficiency of road transport in the Łódzkie Voivodship, including ensuring convenient access to the TEN-T network. The Voivodship Road No 704 connects directly to the A2 motorway (Łowicz junction), which is part of the TEN-T comprehensive network (E 30) and connects Jamno (DK 14) with Brzeziny (DK 72). Thanks to this extension of the provincial road No. 704, a convenient transport connection will be created, which will increase the mobility of residents and increase the investment attractiveness of the region. The infrastructure will be resilient to climate change. The objective of the project is in line with the objective of FELD.04.01, which is to develop and improve sustainable, climate-resilient, intelligent and intermodal mobility at national, regional and local level, including improved access to TEN-T and cross-border mobility. The project assumes the expansion of the provincial road No. 704 on the section from km 18+398 to km 19+072 along with the demolition and construction of an engineering facility in the Łódzkie province, brzezińskie district, in the municipalities of Dmosin and Rogów. The road runs through cultivated areas and land with loose housing and economic development. In the existing state, the provincial road No. 704 on the analyzed section of 674m has a single-road bituminous surface with a width of about 5.5 m without ending with a curb and ground slopes with a width of approx. 1.5m. On the section under consideration, provincial road No 704 does not have separate sidewalks and bicycle paths. Walking and cycling traffic takes place on the side of the provincial road. Due to the unsatisfactory technical condition of the existing bridge structure and the fact that its geometric parameters are not adapted to the designed parameters of the provincial road No. 704, it is necessary to demolish it and build a new road culvert. Poor technical condition of the road and the bridge facility, lack of proper traffic fluidity cause an increase in the emitted noise and vibrations by vehicles moving on the road, which worsens the conditions of residence and use of properties adjacent to the road. In the existing state, the road parameters are not adapted to the scale of the conducted and forecasted traffic, all the more so they require investment measures to be taken as soon as possible. The subject of the investment is a comprehensive extension of the provincial road No. 704 on the section from km 18+398 to km 19+072 along with the demolition and construction of an engineering facility. The investment aims to improve road traffic conditions, improve the safety of all road users, demolish the bridge facility and build an engineering facility in its place, and design solutions to expand the road to technical and geometric parameters of technical class G, current traffic volume and existing land development. The scope of the investment in question provides, inter alia: - extension of the provincial road No 704 from km 18+398 to km 19+072, - extension and reconstruction of the intersection with the district road No 2936E, - demolition and construction of slopes with covered ditches, - demolition and construction of road ditches, - demolition of the bridge facility, - construction of a road culvert, - construction of a temporary bypass road with a temporary culvert, - reconstruction of the telecommunications network, - construction of a technological channel. After the implementation of the project, the road will have the following characteristic technical parameters: - technical class: G, - traffic category: KR4, - load-bearing capacity of the surface structure: 115 kN/axle, - basic lane width: 3,50 m, - road width: 7,0 m, - width of the groundside: at least 1.5 m. In the case of the project in question, the accessibility standards for cohesion policy 2021-2027 do not apply directly, but it will be implemented in accordance with the principles of universal rule-based design in accordance with the ‘Guidelines for the implementation of equality principles under EU funds for 2021-2027’.
