This project complies with the project type defined in the SZOP FEŁ 2021-2027 for measure FELD.04.02 – type 1 (KDM1). The project consists in the extension of the district road No. 2914E class Z, on the section from the intersection with ul. The Polish Children in Gałków Wielki to the intersection with the railway line No 17 in Różyca, running in the Koluszki Commune, Łódzkie Wschodni district. During the planned road there are no public transport vehicles, children are transported to schools by school buses, individual users and entrepreneurs use the road. The project aims to develop and improve sustainable, climate-resilient, smart and intermodal mobility at national, regional and local level, including improving access to TEN-T and cross-border mobility. The project is implemented within the boundaries of Łódź (KDF7). The other objectives of the project are: a) improving the link between the local road network and the national road network b) increasing the transport accessibility of the analyzed area, c) elimination of the so-called National Roads. ‘bottlenecks’ in the road network of the region by increasing the speed of travel on the extended section, (d) filling the gaps in the road network of the region – the investment will increase the quality of communication routes in the region and integrate them into the existing transport network, (e) improving road safety in the province, (f) improving the condition of the road system while increasing the safety of its users, (g) ensuring a surface standard capable of transporting vehicles with a load of 115 kN/axle (KDMS1), (h) significantly minimizing the operating costs of motor vehicles and preventing their excessive consumption; i) improving the comfort of movement; j) reduction of emissions of harmful substances into the ambient air, k) reduction of the level of communication noise – improvement of the acoustic climate, l) improvement of the image of the analysed area, m) reduction of social nuisance. Scope of work: a) road construction with new construction layers - 3,2 km b) walking and cycling along the entire length of the road c) pavements d) drainage of the road lane e) lighting. The road covered by the project The district road connects directly to the provincial road 716 E, which connects to the A2 motorway. Through the described contact points, it creates a TEN-T network connection. In addition, the road will provide access to the TENT railway network (KDMS2). Current traffic is estimated at approx. 100 vehicles a day, dominated by passenger vehicles. After the investment, OK. 160 vehicles per day (it is assumed that traffic will increase due to the improved conditions and comfort of using the road after its expansion, and thus greater interest in passing this road by local traffic participants – the road runs through areas built up with single-family residential buildings and service buildings, as well as through undeveloped areas). The annual number of users of the extended local road as a result of the project is assumed to be 116 800,00 passenger-kilometres/year. It is planned to use green-blue infrastructure – rainwater will be discharged to green areas in the road lane, and to roadside ditches by means of longitudinal and transverse slopes, ditches will be supported by excavated absorbent wells (KDMS4). The applicant has all the documents necessary to start all the investments covered by the project (KMPO1:6points). The project complies with the n+3 rule, scheduled to be completed on 31.12.2025 (KMPO2:6 points). The project is implemented in a rural area (KMPO:2 pts).
