A helping hand - development of social services for residents of Łódź

The main goal of the project is to improve the independence and ability to social functioning of people living in Łódź in need of support in everyday functioning, with particular emphasis on disadvantaged children. This objective will be achieved by 31.10.2027 by increasing equal and rapid access of the target group to sustainable, affordable and quality social services. The project will increase the number of people covered by services in the local community by 175 and increase the number of places where social services are provided in the local community by 85. The support planned in the project will allow to keep people in their place of residence and avoid placing them in full-time care institutions. It will also reduce the burden on the family/actual carers in terms of care for dependent persons. As part of the Type 1 project, basic support was planned in the form of assistance services, neighbourhood services, specialist care and respite care services, services in support centres around the clock (no more than 8 places) and accompanying support in the form of information and advisory services and repair services. The analysis of MOPS data in Łódź shows (based on the issued decisions and reports in the CAS) that 26 people were taken care of during the implementation of specialist services, in ordinary services (targeted at people aged 60-75 and over) in 2022 they were 1362 people and in 2023 already 1411 people. In 2023, only 83 people received MOPS support in the form of assistance services, while the latter did not receive support due to a lack of funds (76 AOONs were employed, who in total worked out 41 439 hours of support for people in need). In 2023, only 201 participants could receive care services in the form of respite care provided by MOPS in Łódź and 20 people were waiting on the reserve list. Approximately 31,000 hours were worked. The experience of the MOPS in 2023 shows that the number of people who will need care and assistance services will increase to around 180. Neighborhood services are planned for 10 people in 2024 and financed by the Senior Support Corps, but we already know that the demand for these services is much greater. Łódzkie Voivodship is characterized by the highest percentage of people aged 60+ (28%). Support under the project will be implemented in the place of residence of UP, in the local community and based on an individual diagnosis of needs carried out by employees/social workers/social workers. Support will be free of charge, except for specialist care services, which will be implemented in accordance with the resolution of the City Council of Łódź of 30 August 2017 together with amendments on the determination of detailed conditions for granting and payment for care services and specialist care services, excluding specialist care services for people with mental disorders and detailed conditions for partial or total exemption from fees, as well as the mode of their collection. The project assumes the implementation of the principle of equal opportunities and non-discrimination, including accessibility for persons with disabilities, by planning activities that will enable fair and full participation in the project by persons regardless of their sex, race, colour, ethnic or social origin, genetic features, language, religion or belief, political or any other opinion, membership of a national minority, property, birth, disability, age or sexual orientation.At each stage of the project implementation, we will ask UP about their special needs, mentioning how to meet them, e.g. sign language interpreter. The project assumes activities ensuring compliance with the principle of equality between women and men, so that at no stage of the project implementation there are equality barriers, compliance with the Charter of Fundamental Rights, the Convention on the Rights of Persons with Disabilities, equal opportunities and accessibility and the principle of sustainable development.
