Social services for the Łódź Metropolitan Area

The main goal of the project is to improve the independence and ability to social functioning of people living in Łódź in need of support in everyday functioning, with particular emphasis on people with disabilities. This objective shall be achieved by 31.12.2027 by increasing equal and rapid access of the target group to sustainable, affordable and quality social services, including: care and assistance services, daily forms of care services, services in a family help home, services that support access to housing, services that support self-reliance. The support planned in the project is focused on the person, maintaining his subjectivity and independence. The project will increase the number of people covered by services in the local community by 1591 and increase the number of places where social services are provided in the local community by 90 (the number of places in the DDP has been counted against the indicator). The support planned in the project will allow to keep people in their place of residence and avoid placing them in 24-hour care institutions. The support envisaged in the project will not result in: - reduce the beneficiary's existing funding for care and assistant services and services in training apartments, - replace the beneficiary's existing funding for care and assistant services and services in training apartments with funds other than European funds. As part of the Type 1 project, basic support was planned in the form of care services, assistant services, neighbourhood services, services leading to the independence of people staying or at risk of living in 24-hour care institutions, services in training apartments for people with disabilities and accompanying support in the form of information and advisory services and meal delivery services. Support under the project will be implemented in the place of residence of the UP, in the local community and based on the support path developed by the tutor for care and assistant services/social workers. The analysis of MOPS data in Łódź shows (based on the decisions issued and reports in the CAS) that in 2022, 2359 people were covered by MOPS care services, and in 2023 already 2594 people. In 2023, only 83 people received MOPS support in the form of assistance services, while the latter did not receive support due to a lack of funds (76 AOONs were employed, who in total worked out 41 439 hours of support for people in need). Łódź Voivodship is characterized by the highest percentage of people aged 60+ (28%). The number of people attending classes in daily residences is 901 (as at 31.12.2023). The waiting number is 341 (applies to all DDPs run by MOPS in Łódź, including those co-financed from the state budget, which were not covered by the project). The project will provide 90 new places in DDP. The project will respect the following principles: impartiality, transparency and equal opportunities (including gender), in accordance with the project rules. Candidates will also be eligible regardless of race, colour, ethnic or social origin, genetic features, language, religion or belief, Polish or any other opinion, membership of a national minority, property, birth, disability, age or sexual orientation. The implementation and scope of the project will be in line with the EU Charter of Fundamental Rights of the European Union. 26.10.2012, the Convention on the Rights of the SA, equal opportunities and accessibility and the principle of sustainable development. The project activities will be in line with the adopted cohesion policy for 2021-2027 in terms of training, information and promotion, digital, architectural and transport aspects.
