The aim of the project is to support the implementation and increase the efficiency of implementation and efficiency of the use of funds of the Regional Programme European Funds for Łódź 2021-2027. The Managing Authority and Intermediate Bodies participate in the implementation of the FEŁ2027 Technical Assistance project: e.g. COP and RLO, as well as organisational units/cells carrying out tasks for and for the MA FEŁ2027. Under the FEŁ2027 Technical Assistance, support will be directed at ensuring adequate organisational and human resources capacity of institutions related to the implementation of the European Funds for Łódź 2021-2027. Adequate quality of human resources is of particular importance and support will be directed towards maintaining and strengthening the staff involved in the management and implementation of the programme, including by financing their salaries and improving their professional qualifications in the field of EU funds. Technical and organisational facilities will also be provided, including: office and warehouse space and appropriate equipment of workstations, including furniture, computer and multimedia equipment. As part of the project, projects related to the construction, as well as the implementation and maintenance of IT systems (together with the necessary ICT infrastructure) supporting and supporting the implementation of the FEŁ2027 will be possible. Technical assistance measures will be disbursed in accordance with the following principles: legality, reliability, economy and expediency. The tasks covered by the project will take into account the requirements of the Control Guidelines in the 2021-2027 cohesion policy spending programmes. In addition, tasks related to the support of project evaluation and selection processes, monitoring, control, audit, recovery of funds, appeal procedures and certification of expenditure, as well as the functioning of meetings of the FEŁ2027 Monitoring Committee and other consultative and advisory entities will be implemented. It will also be possible to finance the preparation of evaluations, analyses, evaluations, audits, expert opinions, legal opinions and other documents necessary for the proper implementation of the FEŁ2027. Tasks aimed at promotion and communication activities will be carried out, concerning the possibilities of financing projects under the European Funds for Łódź 2021-2027 Programme. These actions will be in line with the Communication Strategy of the European Funds for 2021-2027, the Communication Strategy of the European Funds for Łódź 2021-2027 programme and the Guidelines on information and promotion of the European Funds for 2021-2027. Advisory support will be provided to strengthen competences in the proper preparation and settlement of projects, including the organisation of specialised training courses, seminars, conferences, consultations and information meetings, the implementation of horizontal principles, European values, the objectives of the European Green Deal and the DNSH principle. In addition, the objectives will have a positive impact on the principles of equal opportunities between women and men, non-discrimination (gender, race, ethnic origin, religion or belief, age or sexual orientation) and accessibility for persons with disabilities. It will also maintain compliance with the rights and freedoms of the EU Charter of Fundamental Rights and the Convention on the Rights of Persons with Disabilities. As part of the project, knowledge about the role and achievements of cohesion policy and European funds will also be disseminated among the inhabitants of the voivodship. The implemented activities will be complementary to the technical assistance activities implemented in the national PT FE programme, other national and regional programmes in accordance with the accepted demarcation.
