Activity FELD.12.01 JTF Technical Assistance 2025

The aim of the project is to support the implementation and increase the efficiency of implementation and effective use of funds of the FEŁ2027 Regional Programme. In the implementation of the project Technical Assistance FEŁ2027, participates, among others. Managing Authority and Intermediate Bodies: COP and RLO, as well as organisational units/cells carrying out tasks for and for the MA FEŁ2027. The applicant has procedures for preventing, detecting, correcting and reporting irregularities and fraud and avoiding conflicts of interest for the tasks covered by the project, taking into account the requirements of the Guidelines on controls in cohesion policy programmes for expenditure for 2021-2027. Under the FEŁ2027 Technical Assistance, support will be directed at ensuring adequate organisational and staffing capacity of institutions related to the implementation of the FEŁ2027. Adequate quality of human resources is of particular importance and support will therefore be directed to maintaining and strengthening staff involved in the FEŁ2027 programme, including by financing their salaries and improving professional qualifications in the field of EU funds. Technical and organisational facilities will also be provided, including: office and warehouse space as well as furniture, computer and multimedia equipment. As part of the project, projects related to the construction, as well as the implementation and maintenance of IT and ICT systems supporting and supporting the implementation of the FEŁ2027 will be possible. In addition, tasks related to supporting project evaluation and selection processes, monitoring, control, audit, recovery, appeal procedures and certification of expenditure, as well as the functioning of the FEŁ2027 Monitoring Committee meetings and previous funding periods and other consultative and advisory bodies will be implemented. It will also be possible to finance studies of evaluations, analyses, evaluations, audits, expert opinions, legal opinions and other documents necessary for the proper implementation of the FEŁ2027 and previous funding periods. The project will have a positive impact on the principle of equal opportunities and non-discrimination, including accessibility for persons with disabilities. The project shall respect the principle of equality between women and men and shall provide support without any discrimination. Equality in employment policy, remuneration policy and access to training will be among the ways in which these principles can be implemented. The compliance of the project with the rights and freedoms of the EU and NCPs will also be maintained. The applicant did not take any discriminatory action and did not adopt legal acts contrary to the principles contained in Article 9(3) of Regulation (EU) 2021/1060 of the European Parliament and of the Council of 24 June 2021. The actions envisaged in the project comply with the DNSH principle of ‘do no significant harm’. Green public procurement will be carried out, among others, through office purchases for the supply of green paper. Technical assistance measures will be disbursed in accordance with the following principles: legality, reliability, economy and expediency. The indicators selected in the project are specified in the SZOP FEŁ2027 for Technical Assistance and are adequate to the material scope of the project and objectives and will be achieved with the inputs and the assumed method of project implementation. The project's tasks will be focused on promotion and communication activities in accordance with, among others, the Communication Strategy of the European Funds for 2021-2027 and the Guidelines on information and promotion of the FEŁ2027. The planned actions will meet the requirements of digital, green and accessible communication for all. The planned activities will be carried out exclusively in the area of European Funds, with the exception of activities with a different scope.
