Developing and expanding e-services and strengthening cybersecurity

The aim of the project is to increase the availability and quality of public e-services with a high level of maturity (minimum 4 level) and to increase the scope and access to information resources, including public sector data and information, while increasing the cybersecurity of the services provided. This will be achieved through the following tasks: 1. Purchase of services for development and implementation of e-services and development of SIPL together with services for digitization of public sector information resources (ISP), mechanisms for integration and sharing of data from internal systems; 2. Increasing the cybersecurity of the office with the addition of hardware infrastructure; 3. Expert support; 4. Project management, promotion; 5.Development of a feasibility study and technical documentation of the project; The project assumes, among others, the integration of IT systems and the launch of the e-services portal - an online system intended for remote service of residents / stakeholders, which will constitute a single platform aggregating all services provided by UML and a central point of contact with the office. As part of the project, it is also planned to develop database and analytical applications based on spatial solutions and to increase the scope of information presented in the OpenData formula. The functionality of the Lublin Spatial Information System will be extended, including through the modernisation of the Municipal Geoportal with the creation of new reporting tools, the so-called field information. In addition, it is planned to digitize ISP resources in the following areas: photogrammetry, dendrology, inventory of public areas, which will allow to increase the scope of information in the system. Thanks to the implementation of the project, access to municipal public e-services will be increased, including in the field of municipal management and greenery, environmental protection, monuments, spatial planning and taxes. All planned activities require adapting technological solutions to the latest trends and ensuring the highest security on the network. Therefore, the project also plans, among others: purchase and delivery of ICT equipment, purchase of hardware layer tools necessary to ensure the security of data transmission and storage, purchase of software licenses in the field of cybersecurity and updating the UML Information Security Policy. The implementation of the project will improve administrative procedures and improve the efficiency of digital provision of public services, including in key areas for residents and entrepreneurs. It is planned to launch 32 e - public services (including 24 transaction services at level 4 of maturity and 8 personalised services at level 5) addressed to residents of Lublin, LOM residents, entrepreneurs, people working in the city, students, visitors, potential investors. The investment will therefore be integrated. The systems implemented under the project will meet the interoperability requirements and WCAG accessibility guidelines.
