Good climate in Lublin Poviat

The project aims to support climate change adaptation and disaster risk prevention, as well as resilience, taking into account an ecosystem-based approach. This will be achieved through the creation of a climate advisory system by the Lublin District, which will facilitate the achievement of climate neutrality. In doing so, it will take into account the rational use of environmental resources, including the protection of the waters of the Bystrzyca River Valley, the protection and prevention of the effects of climate change, the circular economy and energy efficiency and the use of energy from renewable energy sources. Statistics show that the concentration of greenhouse gases in the atmosphere increases every year. Carbon dioxide, methane and nitrous oxide – the concentration of these gases (compared to the pre-industrial period) increased by 149, 262 and 123% respectively. This shows how important it is to implement broad and top-down changes that will strive for climate neutrality. In addition to legal and systemic changes, the best change that brings results is a change in the approach and awareness of farm residents to the protection and rational use of environmental resources. The European Union's climate policy assumes the achievement of targets for reducing greenhouse gas emissions, increasing the share of renewable energy sources in total energy consumption and increasing energy efficiency. Both individual local governments and the whole country are obliged to take actions contributing to the achievement of these goals. In view of the above, as part of the implementation of the project, the Lublin District will set up a District Climate Competence Centre in which residents of 16 municipalities will be able to benefit from expert advice free of charge on all activities related to the protection of environmental resources and activities conducive to achieving climate neutrality. The PCKK will employ 2 climate advisors who will provide consultations in the above-mentioned areas. In addition, as part of the project, advisors will conduct trainings for interested residents of the Lublin poviat in each of the 16 municipalities. The training and consultations will concern, among others, matching appropriate environmental solutions, rational use of environmental resources, including the Bystrzyca river basin, implementation of the circular economy, energy efficiency, storage and use of energy from renewable sources. The project also assumes conducting information meetings in schools, which will be dedicated to children and youth, The specification of advisory services in the field of climate neutrality will be tailored to the specific needs of the target group. The advisory services shall be professional, reliable and based on up-to-date scientific knowledge and shall comply with the relevant climate neutrality standards and guidelines. The training will be carried out by an employed climate advisor. As part of the project, the Lublin District will organize a conference "Good climate in the region", during which local government officials, representatives of the scientific community, entrepreneurs, representatives of environmental organizations and residents of the district will jointly reflect on the climate future of the region. As part of the project, an information and promotion campaign will be conducted regarding the activities of advisors and the implementation of the project. The campaign will be carried out on social media, in the local press, cultural centres, schools, etc. The activities implemented under the project are consistent with the Environmental Protection Programme for the Lublin District for the years 2022-2025 with a perspective for the years 2026-2028.The Environmental Protection Programme for the Lublin District is the basic instrument for the implementation of own and coordinated tasks in the field of environmental protection, which will be financed in whole or in part from funds at the disposal of the district and external funds.
