The advisory system established in the Poviat of Opole will be based on promotion and education in the field of rational use of environmental resources, protection and counteracting the effects of climate change and extreme weather phenomena, including advice on rational water management and raising awareness of the need to reduce rainwater runoff and its storage and implementation of the circular economy (CEE) and even in the preparation of planning documents on climate neutrality. The advisory system will include both a stationary advisory point located at the seat of the District Office as well as a mobile point (based on the schedule of visits to the district municipalities). The climate advisory point in the Poviat of Opole will be built within 8 months from the start of the project. The above-mentioned advisory services on climate neutrality will be addressed to a wide range of stakeholders, including in particular: residents, farmers, entrepreneurs, housing cooperatives and JSFP, including municipalities. The aim of the project is to create an advisory system conducive to achieving climate neutrality in Pow. Opole and preparing the local community for adaptation to climate change. This objective is in line with Action 3.2, i.e. supporting climate change adaptation and disaster risk prevention, as well as resilience, taking into account an ecosystem-based approach. Thanks to the use of various methods and participatory tools, the project will develop solutions that are socially accepted and respond to their needs. Building public awareness on climate neutrality will be based on the organisation of trainings/workshops and individual consultations, as well as through the use of local media or information in public spaces. A campaign including elements of an educational programme promoting new patterns of behaviour in order to achieve climate neutrality will be used to build citizens’ environmental awareness. The project includes the creation of mobile advisory points, including the possibility of the advisor's participation in cyclical and occasional events organized. The environmental problems of the district include: transport emissions, low emissions related to the use of solid fuels, especially hard coal with a high ash and sulphur content, along with the incineration of garbage in domestic heating installations, and an increase in gaseous pollutant emissions to the air from particularly burdensome plants in the district. In addition, the district is characterized by a low degree of RES use and low surface water quality, there is a flood risk and extreme weather phenomena.
